ISLAMABAD - The cash-starved government is releasing funds for development expenditures at low pace, as it has released only Rs 21.46 billion for Public Sector Development Programme (PSDP) during first two months (July-August) of the ongoing financial year 2013-2014.
The amount Rs 21.46 billion released during July-August 2013-2014 is paltry when compared with Rs 540 billion, the total development programme for this fiscal year. The government has released funds for only ten federal ministries/divisions out of 39 during July-August 2013-2014 period. Similarly, the government did not release funds for corporations like National Highway Authority (NHA) and WAPDA (power) during the period under review. The government has also ignored special areas, as it did not release funds for Azad Jammu and Kashmir, Gilgit Baltistan and FATA during the first two months of the ongoing fiscal year.
The ministries receiving money for PSDP included Cabinet Division, Climate Change Division, Interior Division, Law, Justice & Parliamentary Affairs Division, National Food Security & Research Division, National Health Services Regulation, &Coordination Division, Pakistan Atomic Energy Commission, Pakistan Nuclear Regulatory Authority, Planning & Development Division, Railways Division and Water & Power Division (Water Sector).
The break-up of released Rs 21.46 billion revealed that Rs 19.96 billion were give to ten federal ministries and Rs 1.5 billion for Earthquake Rehabilitation and Reconstruction Authority (ERRA) during July-August 2013-2014.
It is worth mentioning here that the government has allocated Rs 1,155 billion for PSDP for current fiscal year 2013-2014 wherein allocations for the federal PSDP have been kept at Rs 540 billion and provincial annual development plans (ADPs) at Rs 615 billion. The break-up of federal PSDP worth of Rs 540 billion revealed that Rs 115 billion has been kept for new development initiative, Rs 110 billion would come from foreign aid and Rs 315 billion would be released by planning commission of Pakistan.
The government has for released only 6.81 percent (Rs 21.46 billion) of the planning ministry’s development budget component worth of Rs 315 billion during first two months of the ongoing fiscal year.
According to the details, the government has released Rs 614.99 million for Cabinet Division during July-August 2013-2014. Meanwhile, it has released Rs 8.19 billion for Climate Change Division, Rs 13.33 million for Interior Division, Rs 461.368 million for Law, Justice & Parliamentary Affairs Division, Rs 150 million for Law, Justice & Parliamentary Affairs Division, Rs 5.638 billion for National Health Services Regulation, & Coordination Division, Rs 7.243 billion for Pakistan Atomic Energy Commission, Rs 93.55 million for Pakistan Atomic Energy Commission, Rs 5.53 billion for Pakistan Railways and Rs 200 million for Water & Power Division (Water Sector).
