ISLAMABAD - Islamabad Electric Supply Company (IESCO), under a strange move, had transferred bulky arrears of commercial and industrial consumers to the Benazir Hospital Rawalpindi in year 2009-10.
The IESCO under a strange strategy to recover outstanding dues of influential defaulters from the running connections had been overcharging the power consumers of running accounts. Officials and employees of the company are now found worried over a series of suspension of honest officials of the company as the corrupt officials despite a confession of corruption with regard to transfer of hefty arrears to other consumers of power in a written statement by an official of the company (IESCO) had been reinstated soon after the confession of corruption and malpractice.
Available documents have disclosed a tale of malpractice and corruption in the company (IESCO), which is known as a best and profit-boring power-distributing company (DISCO) among rest of the DISCOs of the country.
The company had transferred the arrears worth Rs60lac of the defaulters to the Benazir Hospital Rawalpindi under a policy and debited the amount of permanent defaulter consumers to government and other private consumers connection in year 2009-10
A confessional statement of Customer Services Officer (P) of IESCO Satellite Town Division Rawalpindi is enough to make it clear that ‘ as per policy of the company the defaulter’s amount could be transferred to the running accounts of the consumer from recovery purpose even in other Division or Circle.
“The undersigned gas transferred the defaulters’ amount to the running account keeping in view the above policy,” said Naveed Iqbal Customer Services Officer (P) of IESCO Satellite Town Division Rawalpindi in a statement, which was submitted before the Chief Engineer of the company.
The above said official in his statement also advocated to entertain his point of view by saying, “It is therefore humbly requested to consider the above facts and withdraw the explanation as it was best interest of the Authority (IESCO) on recommendation of field office and there was no financial loss of the company.”
On finding transfer the arrears of permanent disconnected defaulters to other govt and private (domestic & commercial) consumers of the locality, a special audit was conducted to asses the facts which had established the theft done in connivance with the officials of the company. Similarly, an inquiry committee was established to know the reality and got suspended concerned officials. But Naveed Iqbal was reinstated in service and further posted as Assistant Manager (CS) city Rawalpindi on 26-07-2013.
Interestingly, on the other side, Javed Parvez Chief Executive Officer, IESCO in an acknowledgment certificate had declared that ‘Muhammad Ali Zulqarnain is a simple, technically superb, hard working and an honest officer.
He is blessed with tremendous power, strong will and imperishable faith. But after the passage of some time, the same official was suspended over some old charges of corruption as the company after the direction of incumbent government to send corrupt official on packing. This act of the chief executive officer had created panic among the IESCO staff and they are found worried about the future of their service.
Despite repeated attempts to know the stand of IESCO, the spokesman of the company did not bother to response.
