Legislation a must to enforce plant safety standards

LAHORE - The government needs to make proper legislation to avoid tragic incidents of explosions and fire eruptions at industrial and plant sites with a view to achieve target of standard economic growth as poor regulations reflect the utter collapse of enforcement of plant safety standards in the country.
This was observed by the speakers at a training workshop on “Process and Plant Safety & Risk Based Inspection”, organized by TUV Austria Bureau of Inspection & Certification (formerly Moody International).
Reinhard Preiss, who is an expert in the field of plant safety & Risk Based Inspections from TÜV Austria Holding Vienna, shared his expertise and knowledge with the participants of the first ever training on plant safety and risk based inspections in Pakistan. The participant companies’ officials, who expressed their keen interest and enthusiasm in training workshop, included National Refinery Ltd, Attock Refinery Ltd, United Energy Pakistan Ltd, Pak Arab Refinery Ltd, OMV Pakistan Exploration & Production Inc, Shell Pakistan Ltd, Engro Fertilizers Ltd, Oil & Gas Development Company Ltd and several other key companies. Reinhard Preiss observed that while today’s economic and political climate add new challenges, traditional approaches to safety are no longer sufficient to refrain from horrible incidents of explosions at plants sites.
He said that tightening risk tolerance and environmental licensing requirements are putting greater focus on plant safety. At present, TUV Austria Bureau of Inspection & Certification, with experts from both Europe and Pakistan, is the only company in Pakistan that provides services in the field of process and plant safety audits and risk based inspections to the oil & gas, power, fertilizers and other critical industry.
