Finance and industries ministers lock horns over PPEG formation

KARACHI - The differences between provincial Minister for Industries and head of Finance Department have locked horns over the formation of new provincial Public Enterprise Working Group (PPEG), comprising senior officials of various provincial departments, The Nation learnt on Friday. At present, a provincial Public Enterprise Working Group exists under the Chairmanship of Provincial Minister for Industries Department and its Minister M. Rauf Siddiqui who belongs to the MQM, the main coalition partner of PPP in Sindh. These differences erupted over the proposal of formation of new Public Enterprise Working group, floated by Additional Chief Secretary of Finance Department of Sindh under which he sought dissolution of present working group, sources said, adding that the Chief of Provincial Finance Department also questioned the transparency and development work handed over to public private enterprise of industrial estates of North Karachi, Federal B Area, Korangi and Landhi. Official confirmed that the Additional Chief Secretary Finance Ghulam Ali Shah Pasha sent a summary to Chief Minster Sindh Syed Qaim Ali Shah, seeking approval of formation of new Public Private Enterprise Working Group. Provincial Finance Secretary terming the narrow scope of present Public Private Enterprises Working Group which is confined to Karachi and proposed that the area of this provincial public private enterprises working group must be expanded to whole province of Sindh as industrial estates are also exists in Hyderabad, Sukkur, Larkana and other areas. The Chief of Finance Department proposed that Chief Secretary Sindh should be made Chairmanship of working group while Additional Chief Secretary Planning Development, Additional Chief Secretary Finance, Secretary Industries, Secretary Agriculture, MD SITE, MD Sindh Small Industries Corporation and private sector representative from all industrial estates, sources said. Official sources said that in response of summary of Additional Chief Secretary of Finance Department, M. Rauf Siddiqui provincial minister for Industries Department has written a complaint letter to Chief Minister of Sindh Syed Qaim Ali Shah and opposed the idea of chief finance department. According to sources, the Provincial Minister in his letter reminded that previous provincial government had formed trade enterprise and management companies for the development of four industrial estates of Karachi such as Korangi, Landhi, North Karachi and Federal B Area while Public Private Working Group was also constituted for monitoring of the working of the industrial trade and enterprises. The Provincial Minister for Industries Department was made Chairman of the group. The previous government had also granted one billion rupees (Rs25 million for each industrial estate in Karachi) for the development and infrastructure of these estates, official added. The Minister in his letter further said the public enterprise working group was constituted under the chairmanship of minister, established through government notification was a vital proof of its legitimacy. In contrast, the new working group proposed by Additional Chief Secretary Finance Department has cleverly eliminated the minister's participation in the working group that shows biased intentions leading to chances of inappropriate malpractices in years to come, minister observed and demanded that explanation must be initiated against Additional Chief Secretary Finance who proposed and formulated new working group without prior permission of concerned minister of Industries department of Sindh.
