Provincial govt resists Sindh Coal Authority main office in Islamabad

KARACHI - Seeking the complete control over its coal reserves the Sindh cabinet has strongly opposed the federal government's anticipated plan to establish the head office of recently notified Sindh Coal Authority in Islamabad, reliable sources told The Nation. The Sindh cabinet that met on Friday discussed in detail the pros and cons of Sindh Coal Authority and also discussed other issues of availability of wheat stocks in the province and price issue, law and order situation and government jobs on merit. The provincial cabinet showed its reservation over abolition of already established Sindh Coal Authority on provincial level for the enhancement and development of its coal reserves, sources said. The Advisor to Chief Minister on Mines and Mineral Department Dr. Khato Mal Jeewan and provincial secretary of the department briefed the cabinet about the newly-created Sindh Coal Authority by Islamabad and its impact on province. The cabinet demanded that the head office of the authority must be based in provincial capital and maintained that majority of members should be inducted from provincial government. It may be mentioned here that the federal government on Wednesday had notified the formation of Sindh Coal Authority. This notification was issued by the Prime Minister's Secretariat which claiming that it will technically empower the provincial government to take all decisions relating to coal development and power generation in consultation with provincial and federal agencies. The authority will work for investment on coal mining and gasification in Thar and other areas in province for power generation. The Sindh Coal Authority will be headed by Sindh chief minister while federal minister and secretary of water and power, provincial minister on mines and mineral department and Sindh chief secretary have been inducted as members of the authority. The federal government had also abolished the already established Sindh Coal Authority by province and Thar Coal Mining Company, a joint venture of federal and Sindh governments which was also formally notified about two months ago. The concerned official reminded that provincial government had also opposed the establishment of Thar Coal Mining Company by federal government and on its control over the company. The meeting decided that Sindh government will approach the federal government for redressal of its reservation over the new formed Sindh Coal Authority.  The Sindh has estimated 175 billion tons coal reserves in Thar area. The Sindh government recently invited proposals from companies interested in a project of open cast mining in Thar coalfield in a joint venture with equity participation by the provincial government.
