Call to set up R&D wing to guide FBR

KARACHI - To resolve the issues of revenue and taxes, government must give due importance to the Federal Board of Revenue (FBR). It is the most important earning hand of the country as an institution. Some measures need to be adopted to stem the root, says a press release. The FBR chairman needs to be selected on merit, and not political whim, and this has to trickle down in the selection of the subsequent chain of command as well, stressed Irshad Shaheen, former Director General (Tax Audit) FBR and former Adviser Federal Tax Ombudsman in an exclusive note. He added that a full-fledged Research and Development wing must be established to guide the FBR in tax policy matters. The system of appraisement of Customs Duty and Pakistan Automated Customs Computerized System (PaCCS) and system of Sales Tax processing should not be closed but revisited and upgraded for application in all the dry ports and sea ports to make them transparent and less time consuming. The high officials at government institutions, former Chairman FBR, technical experts, traders, the representatives of trade unions have appreciated the significance of PaCCS in boosting trade revenues, eliminating corruption, and its transparent system. Ministry of finance should realise that in order to increase their tax revenues, it should incorporate PaCCS, because without an automated system, a manual system is sure to allow duty and tax evasion.
