Cheers, tears as protesters prevail

ISLAMABAD - A deep political crisis brewing in the country for last some days finally came to an amicable end Thursday night when PPP-led coalition accepted most of the electoral reforms demands of Dr Tahirul Qadri, who in turn also demonstrated flexibility on some points.The Islamabad Long March Declaration, as the agreement was called, signed between the government and Thehrik Minhajul Quran (TMQ) chief marked the end of a four-day sit-in before the Parliament House by a large number of peaceful protesters from across Pakistan and abroad, bringing a relief to the frenzied nation.The 3-page document, giving a role to Dr Qadri in nomination of caretaker prime minister and promising full implementation of electoral transparency laws, was signed by Prime Minister Raja Pervaiz Asharaf, a 10-memnber negotiating team of coalition partners and the TMQ chief.Dr Qadri announced it to the participants of his long march which started on January 13 from Lahore. The people – who had been sitting in the open sky in front of the parliament for past four days braving cold weather and heavy rain – received the good news with a burst of cheers; some took to prostrating on the road while others danced with tears in their eyes and prayers of gratitude on their lips.The peaceful resolution of this political crisis also brought a relief to a large majority of the nation, and was widely hailed both by Qadri and his supporters as well as the coalition government partners who all declared it a victory of democracy. But left high and dry at the dramatic end and unexpected finish of the whole episode, the opposition parties and groups took to bashing both Dr Qadri and the government.The government team of negotiators headed by PML-Q President Chaudhry Shujaat Hussain included PPP leaders Makhdoom Amin Fahim, Khurshid Shah, Farook H Naek and Qamar Zaman Qaira; MQM leaders Dr Farooq Sattar and Babar Ghauri; ANP’s Afrasiyab Khattak; PML-Q’s Mushahid Hussain Sayed; and Senator Abbas Afridi. TMQ members Agha Murtaza Poya and Raheeq Abbasi assisted Dr Qadri.Interestingly, Dr Qadri signed the agreement with the prime minister and ministers whom he had termed “ex premier and ministers” on the very first day of the sit-in on Monday. On Thursday evening he was jubilant the way President Asif Zardari was monitoring and guiding ruling coalition’s negotiating team, the same president whom he had declared as defunct a couple of days before.Unveiling the agreement on Thursday night from his bunker mounted truck, an extremely jubilant Qadri termed it a great success of the people of country and said three out of four demands of the long march participants had been accepted fully while the demand of the dissolution of the Election Commission of Pakistan (ECP) had been postponed which would be settled through further talks.According to the agreement, the coalition government would nominate two persons of integrity for the slot of caretaker prime minister in agreement with his organisation. “The National Assembly shall be dissolved at any time before March 16, 2013, (due date), so that the elections may take place within the 90 days. One month will be given for scrutiny of nomination papers for the purpose of pre-clearance of the candidates under article 62 and 63 of the constitution so that the eligibility of the candidates is determined by the Elections Commission of Pakistan (ECP),” agreement says.It says, “No candidate would be allowed to start the election campaign until pre-clearance on his/her eligibility is given by the Election Commission of Pakistan”. “The issue of composition of the Election Commission of Pakistan will be discussed at the next meeting on Sunday, January 27, 2013, 12 noon at the Minhajul Quran Secretariat, Dr Qadri said while reading the agreement.“Subsequent meetings if any in this regard will also be held at the central secretariat of Minhajul Quran in Lahore. In pursuance to the agreement, Law Minister will convene a meeting of the following lawyers: SM Zafar, Waseem Sajjad, Aitzaz Ahsan, Farough Naseem, Latif Afridi, Dr Khalid Ranjha and Hamayoun Ahsan, to discuss these issues. Prior to the meeting of January 27, the Law Minister, Mr Farooq H Naek, will report the results of this legal consultation to the January 27 meeting.“About electoral reforms, Dr Qadri said it was agreed upon that the focus will be on the enforcement of electoral reforms prior to the polls and strict implementation of article 62, 63 and 218 (3) of the constitution. Section 77 to 82 of the Representation of Peoples’ Act 1976 and other relevant provisions relating to conducting free, fair, just and honest elections guarded against all corrupt practices will also be the focus of the enforcement of electoral reforms, he informed.He further read out that the Supreme Court Judgment of June 8, 2012 on constitutional petition of 2011 must be implemented in true letter and spirit. It was also decided that with the end of the long march and sit-in, all cases registered against each other shall be withdrawn immediately and there will be no acts of victimisation and vendetta against either party or the participants of the march.Addressing the gathering after the issuance of Islamabad Long March Declaration, the 10 members of the committee also congratulated the participants and termed it victory of democracy. “It was biggest of long march of the country, which will be remembered,” said Chaudhary Shujaat, congratulating the participants.Congratulating the participants for organising a peaceful long march, Qamar Zaman Kaira said it was victory of democracy. “This is real face of Pakistan,” he added. Another PPP’s stalwart Khursheed Shah assured to implement agreement in letter and spirit.Adopting almost same line, MQM leader Farooq Sattar paid tribute to participants of the long march and termed the agreement as their victory. Congratulating the participants, ANP leader Afrasiab Khattak said this agreement would further build the positive image of Pakistan.Analysts believed that after five days of drama, TMQ chief Dr Tahirul Qadri could only manage to delay the elections for about a month as he struck a deal with the government, which virtually carries nothing new. The agreement between the TMQ chief and the government seemed only a way to give a face saving to Qadri to end his 5-day long march, the said.Earlier, PPP government constituted a four-member committee including Chaudhry Shujaat Hussain‚ Farooq Sattar‚ Khurshid Shah and Afrasiyab Khattak to hold talks with TMQ chief. The prime minister directed the committee to immediately hold talks with Dr Qadri. Before negotiation with the members of the committee to settle down the issue, the TMQ chief had given final deadline to the government until 3pm (Thursday) to negotiate with him.“It will be finalised today and President Asif Ali Zardari should come with delegation for dialogue as otherwise participants will not remain in control,” he said, adding that earlier the government was given three-week time to negotiate but they did not pay heed to it. “There is no democracy in the country rather cruelty and vindictiveness is on its peak,” he added.About Pakistan Tehreek-e-Insaaf (PTI), Qadri said members of PTI are taking part in the rally. He came down hard on the prime minister for resolving Quetta bomb blast issue after four long days. About recent Supreme Court order about prime minister’s arrest, Dr Qadri said now the incumbent government is saying the court is trespassing its jurisdiction.He also did not spare opposition parties in his speech and commented that their unity is only for one day. “They only differ on share of loot money,” he said, adding that corruption is the root cause of all the problems, which is badly ruining the country. He further counted implementation of law is among the problem of Pakistan. He also highlighted issue of severe energy crisis in the country.Luckily, during these long five days, not a single incident of law violation took place despite the fact that thousands of people had thronged the Jinnah Avenue in the federal capital.
