Saudi authorities said Tuesday that they had arrested 11 militants linked to Al Qaeda who were planning killings and kidnappings inside the kingdom. Although the 11 men, all Saudis, were arrested in different places, they formed a single cell and had at various times used the same cave in a mountainous area near Saudi Arabias southern border with Yemen, said Gen.
