At least 19 prisoners were killed in the second riot in three days at a Mexican prison in Tijuana near the US border, officials said Thursday. "When the inside of the jail was inspected after the rioting, 19 bodies were counted," Daniel de la Rosa Anaya, public safety chief for the state of Baja California, told reporters.
