No report submitted to PM even after month

ISLAMABAD - Bureaucratic yet negligent baboos at Overseas Pakistanis Ministry have made mockery of Prime Minister Syed Yousuf Raza Gilani’s authority by blatantly ridiculing his instructions, seeking explanation on blue-eyed appointments in Overseas Pakistanis Foundation (OPF).Sources privy to the matter informed that despite repeated reminders by Prime Minister’s Secretariat regarding blue-eyed appointments galore in OPF against all vacant posts on priority basis, overseas ministry has so far failed to submit its report even with the passage of more than one month.Moreover, available official documents with TheNation also reveal that Ministry of Overseas Pakistanis has not submitted its report to the PM’s Grievance Wing till this effect, which had persistently been seeking the ministry’s stand many times pertaining ‘blue eyed appointments galore in OPF’ published in TheNation dated 11th February, 2012.“The management of OPF ostensibly in connivance with its influential minister deputed its 10 staff members to scrutinise the applications and finalised the lists of candidates in its desperate bid to ensure the appointments of the blue-eyed persons against all vacant posts on priority basis,” sources said, adding that despite a ban imposed on recruitment by the board of OPF on 19th December last year due to fragile financial health of OPF, the management get advertised the advertisement for vacant posts at a cost worth Rs 1.95 million and later for a corrigendum, OPF had paid worthy amount of Rs18lakh a greater blow to the financial position of the organization that even currently does not permit even the concerned authorities to put extra burden on it. They told that in a bid to meet the above said agenda, the minister has gotten rid of Israr Khan Jamali, a BS-21 officer of the Police Group has now been appointed as MD on deputation basis with the recommendations of Farooq Sattar (the minister) in the OPF that might lead to an economic jerk to the organisation because it is comprised of recruitment against the posts which were advertised in 2010 and interviews were done in last year. Viewing the desperation of the incumbent minister, officials of OPF who had resisted against the will of the minister regarding new recruitment found it better to save their skin by getting long leaves, sources added. It is testimony of the fact that Israr Khan Jamali farmer MD had been reverted and made Deputy Managing Director (DMD), but he had preferred to go for a four-month leave. Similarly Executive Director (Finance) Muhammad Yar Buttar went for one-year leave while Chauhdry Shahzad Iqbal General Manger Welfare and Service Division had gotten four-month leave so far and Jamil Afzal Cheema has gotten deputation in EOBI.  Moreover, various blue-eyed junior officials have recently been posted on lucrative and senior slots while senior officials have been made junior to them.Official copies of OPF letters pertaining posting/transfers of executive officials have disclosed that Khawar Noor Sheikh GM regional office, Lahore has been transferred to as GM Quaid-e-Azam International Airport, Karachi while Yahya Abdullah, GM OPF regional office Karachi has been transferred to OPF Sub Office, Multan and Qaisar Nazir, GM OPF regional office, Lahore has temporarily been posted as Regional Head/GM (Punjab). Further, Salahuddin Qureshi, Joint Director OPF regional office, Karachi has been posted as Head of OPF regional office Karachi while Muhammad Nasir Khan Deputy Director/In charge OPF Sub Office Multan has also been transferred to OPF Head Office Islamabad. Interestingly, Tahir Ahmad Bukhari, Joint Director, OPF regional office, Lahore is looking after the affairs of OPF regional office, Lahore as Head of regional office, Punjab and Qaisar Nazir, GM OPF regional office Lahore, is now the in-charge of OPF Housing & Works Division through regional head, Punjab.It is worth mentioning that against the approved 584 (including posts regularised 2008) in budgeted posts (executive and non executives), 476 posts are held whereas 105 are presently vacant, out of which 88 posts are available for direct recruitment. Further, 37 supernumerary posts created of reinstated employees are also filled by reinstated. Moreover, financial health of OPF has revealed shocking details about its fragile financial position that advocate to avoid any unnecessary inductions and extra expenditures. It is deplorable to mention that against welfare fund receipts of Rs800 million the projected expenditure for the year 2011-12 only on accounts of salary & wages and allied expenses of existing staff is Rs820million. Further due to decline in the interest rates the earnings through investment of surplus funds of OPF are also likely to decline.
