CPO office?... or ‘archives of complaints’



RAWALPINDI - The office of the City Police Office (CPO) Rawalpindi has become a “problem house” for the victims of various crimes as their access to the police chief for justice has become a dream.
The staff of CPO Office not only humiliates the complainants but also keeps them waiting for hours to present them before the police chief and at the end says them, “Sahib is leaving the office. You should come tomorrow at 9am”. While, the complainants, who come from far-flung areas of the district to lodge their complaints against police injustice, return to their homes untreated.
All this mismanagement and negligence going in the CPO Office demands strong attention of Chief Minister Punjab Mian Shehbaz Sharif and Inspector General of Police (IGP) Punjab Haji Habib-ur-Rehman
On Thursday, scores of victims including aged women, men and even disable children, most of them arrived from Gujar Khan, the home constituency of Prime Minister of Pakistan Raja Pervaiz Ashraf, also have not been allowed to meet CPO Azhar Hameed Khokher by his staff to express their plights, humiliated them outside his office and at the end the CPO left his office without listening to the complainants.
A poor lady Kishwar Qamar, the wife of Qamar Zaman hailing from Jhamat Muglan, who has been allegedly raped by a gang of culprits on 5/10/2012 and case (No.354) of which was registered with Police Station (PS) Rawat on 6/10/2012, arrived at the CPO Office along with her old mother-in-law, husband and a disabled daughter Thursday morning to lodge a complaint that SI Muhammad Riaz, the investigation officer, was not arresting the remaining three accused after receiving hefty bribe from them.
However, the poor ladies could not meet the CPO. Talking to this scribe, Wilayat Jan, the mother-in-law of the victim lady, said that they continued sitting for hours in the open at the CPO office to get justice but in vain. “All the time we have been told by the staff that the Sahib is busy and you people would be presented before him after couple of minutes. Now the clock is striking 2:30pm but we were not presented before the officer,” the old lady said in chocked voice. All the hopes of the victim family dampened, which was standing outside the CPO Office, when the police chief left his office for home without entertaining them.
SI Riaz, the IO, when contacted by this scribe on his cell (03005158939) for his comments, started abusing the victim Kishwar Sultana and said that she was telling a lie. He said that he did not receive bribe to twist the case. He said that three alleged rapists Faisal, Taimoor and Hassam had been arrested and sent to hail whereas the rest three including a girl were still at large. The police was conducting raids to arrest them, he said.
Similarly, another victim Yasmeen Bibi, wife of Farid Abbasi, resident of Sadiqabad, had to meet the same fate as the CPO Office staff did not present her before the CPO to register a complaint against the land mafia and officials of PS Sadiqabad, who according to her, implicated her husband, son-in-law, son and other family members in a fake murder case (No.567) to grab a precious building.
She told this scribe that her husband had purchased a house against Rs 4.5 million from Khalil Baig at Khurram Colony. Later, a man Riaz along with his accomplices approached us and claimed that they were the owners of the house. The grabbers later launched an armed attack at her house, did firing and murdered one of their accomplices inside their home and afterwards got registered a murder case with Sadiqabad police implicating her family members. All this was done to force her to evacuate the precious house, she said with rolling tears on her cheeks.
“I filed an application with RPO Office, who marked it to the CPO for further action. I have been visiting CPO Office for last three months but could not get justice. CPO is not meeting with me to remove my grievances. Where should I go for justice?” the helpless lady asserted.
Tanveer Akhter, widow of Azhar Mehmood, Shakeela Begum and Tahzeem Akhter, all the residents of Tiyala Village, Kallar Seydan, also faced a lot of trouble at the CPO Office to get their application filed against the land grabbers, who had thrashed them mercilessly on a land dispute Sunday last.
According to them, a group of land grabbers including Dr Jahangir, Farhat and others maimed them during an attack over the land dispute. They said that they had a lodged complaint with PS Kallar Seydan and the police had sent them a hospital for medical lego report. “The opponents were hurling threats of dire consequences and we need police protection but we were not allowed to meet the CPO,” they said. CPO Azhar Hameed Khokher could not be contacted immediately for his comments despite repeated attempts made to have his version on the issue.
