According to the report, ex-president Pervez Musharraf, former prime minister Shoukat Aziz and members of his cabinet were indirectly responsible for Lal Masjid tragic incident.
As per details, three-dimensional strategy regarding Lal Masjid had been planned in order to hit the ‘target’.
Ex-prime ministers Chaudhry Shujaat Hussain, Shoukat Aziz, Tariq Azeem and then cabinet members have held former president Pervez Musharraf accountable for the aforesaid operation.
According to ex-prime ministers and cabinet members, the Lal Masid operation could be avoided by adopting some other option.

Security forces from Mangla also backed the 111 Brigade in the operation. The armed forces were called on July 30, 2007.
The commission report also has recommended establishing religious institutions after the name of Lal Masjid along with provision of economic aid.
