ISLAMABAD - Higher Education Commission (HEC) Officers Welfare Association and Employees Welfare Association, representing over 600 regular employees, have condemned Chairman Dr. Javaid Laghari for allegedly victimising employees for not supporting him in his quest to give illegal extension to Dr. Sohail Naqvi.
In its general body meeting held here on Thursday, the Association asked the Chairman to refrain from harassing employees. They said that the Chairman HEC has lodged a false report in police station against the five officers and violated the clause 11 (i) of HEC Act 2002. Their only fault is that they supported removal of Dr. Sohail Naqvi, which was against wishes of the Chairman.
Even Ghulam Mujtaba Kayani, Adviser (Finance BPS-21) the most senior officer of HEC, and Ghulam Nabi, Deputy Director (Budget), were in a meeting with the Commission Members when Dr. Laghari had accused them of confined him in the Chairman’s office. Other victimised officers include Dr. Mazhar Saeed, Director General, Zaheer Awan, Director and Nasir Shah, Deputy Director.
They demanded that an independent inquiry be conducted by any Commission Member to know the truth and if the report of Chairman is found false and baseless, then he should be asked to resign immediately as he does not deserve such an important post. The employees also deplored the Chairman for gravely misinterpreting decision of the Supreme Court, which had directed HEC to appoint an Executive Director immediately as a stop-gap arrangement in order to run the affairs of HEC. However, rather than following this order, the Chairman exercised powers of the Executive Director unlawfully and has started victimizing regular employees. He immediately declared all actions taken by former Executive Director as null and void and started transferring his blue-eyed people to key positions.
It is worth mentioning that the Supreme Court had suspended only the additional charge of Executive Director given to Qamar Zaman and never declared the actions taken by him as null and void. On the other hand, the Chairman HEC did not declare the decisions/actions taken by Dr. Naqvi from September 16, 2012 to November 28, 2012 as null and void. This is the period when Dr. Sohail Naqvi had illegally occupied the post.
Meanwhile, an employee, Deputy Director Nasir Shah, has lodged a complaint against Dr. Javaid Laghari, Dr. Asmat Ullah, VC Bannu University of Science and Technology and Dr. Nasir Jamal, VC, Kohat University, for attacking him and requested for police protection for him and his family.
