ISLAMABAD - Lower grade employees of various ministries, especially educational institutions, have been denied payments and clearance of various personal and official bills due to delaying tactics and poor administration on the part of the Accountant General Pakistan Revenues (AGPR) employees.The situation has created unrest and fear among them that the allocated amounts may lapse if not released till June 30, the last day of the outgoing year. The officials of various ministries alleged that AGPR employees clear the bills of only influential departments while those belonging to educational institutions or other ministries keep on waiting and wandering from one section to another. According to information received on Tuesday, the AGPR had to call the police to control the huge rush of officials of different ministries who were gathered to clear their dues and expressing their disquiet over the deliberate delays by the AGPR officials. “We have been coming here to release official bills of purchase and maintenance for the last 10 days but the AGPR officials not collecting the bills giving lame excuses while the bills of National Accountability Bureau (NAB) and Federal Investigation Agency (FIA) officials or those who can bribe them are cleared as soon as possible,” alleged one of the employees while talking to TheNation. Those who can afford to pay them can easily get their bills passed but a lower grade clerk having a bill of house ceiling or other allowance is kept on a waiting list as he can not bribe them, he added.One of the officials of another ministry informed, earlier, people were refused to release funds because the AGPR employees were on strike due to which officials of different departments suffered a lot but now when they have called of their strike people still have been facing problems and their bills are still pending that may lapse if not released till June 30. According to an official of the Federal Directorate of Education (FDE) the bills of various schools and colleges are pending and if they are not released on time will be lapsed and clerical staff will be made to face inquiries for not utilizing the amount. ‘The FDE had purchased books for schools and colleges and even the bills of that worth Rs 3,800,000 have also not been released’. Officials of AGPR were not available for comments.Additional Accountant General Shehzad Hasan when contacted by TheNation also refused to comment on the issue.
