KARACHI - Opposition members in Sindh Assembly on Monday staged a walk out in protest against recent spate of target-killings which has caused of hundreds of innocent lives in the metropolis. This is the first time that voices were raised on the floor of the house against the unabated bloodletting in the City. Shaharyar Mahar of PML (Q), on a point of order, said that target-killing has become the order of the day in Karachi and as a routine we offer fateha for the unfortunate victims. Its a known fact that those involved in these killings were sitting in the government that was why no action was being taken against those responsible for these killings, he added. After which Shaharyar Mahar along with his other PML (Q) colleagues Abdur Razzaque Rahimoon and Ram Singh Sodho staged walk out. The PML (F) member Ms. Nusrat Sehar Abbasi also followed the PML (Q) and staged walk out. Sindh Minister Rafique Engineer along with his colleague pursued the protesting members to come back but they did not return the house for some time. Later, speaking on a point of order, Rafique Engineer said that the government would bring back peace to Karachi and would deal with those involved in target-killing with iron fist. He said that under a planned conspiracy the miscreants and anti-social elements had tried to give ethnic colour to target-killing but the coalition partners, the ANP, PPP and MQM have foiled their nefarious designs. Sindh Minister for Local Bodies Agha Siraj Durrani said that miscreants had tried to destabilize the situation but the coalition partners who were aware of the situation, have foiled their ulterior motives. Senior Minister Pir Mazhar ul Haq said that it was a serious issue and the opposition instead of boycotting, should have discussed the issue in the house. We have held meeting with the coalition partners for the resolution of this sensitive issue, he said, adding that no one want to disturb peace in Karachi. He said the issue of target killing was chronic and efforts were underway to stem such incidents. He informed the house that the issue would be sorted out at meetings to be held separately with MQM and ANP today (Monday). Sindh Minister for Health and MQM leader Dr Saghir Ahmed said that Karachi was in the grip of conspiracies for last couple of months and anti-state elements were busy to disturb the peace of the city. The members should wake up and take cognisance of the situation to foil the ulterior designs of anti-state elements as to weaken Karachi and destabilizing the peace here is tantamount to weaken Pakistan, he implored. He said that target-killings aimed at to derail the democracy and create law and order situation in the Country. He said that the MQM was and will to work with every democratic force for the integrity and solidarity of the country and exhorted that alliance between democratic forces should have been continued and intact. Deputy Speaker Shehla Raza, who was presiding over the session, said that to eliminate criminals and incidents of lawlessness the democratic parties should use their influence in their respective areas. The treasury members during the session tried to bring resolution on the issue of target killing and held negotiation with their colleagues, but the resolution could not be tabled till end of session. PPP member Haji Munawwar Ali Abbasi said that this house had adopted unanimous resolution against setting up of power plant at the tail-end of Chashma-Jehlum Link Canal but Senior Punjab Minister Raja Riaz, in a statement, said that he had satisfied the Irrigation Minister of Sindh on the issue, so the details should be divulge in the house. In absence of Irrigation Minister Murad Ali Shah, Law Minister Ayaz Soomro said that the Irrigation Minister has already briefed the house with the help of fact and figures. He, however, said that the government with the support of coalition partners, will not allow the setting up this project. The house which was set in motion by Acting Speaker Shehla Raza in the Chair, at about 11:45pm, passed the Land Acquisition (Sindh Amendment) Bill, 2009, A bill to amend the Land Acquisition Act 1894, in its application to the province of Sindh. Speaking on the objects and reason of the bill, the Sindh Law Minister said, in pursuance of the directions of the Federal Shariat Court, a new section 28-A was inserted in the Land Acquisition Act, 1894, whereby it was provided that in addition to the compensation fixed on the basis of market value as prevailing on the date of notification under section 4, and additional amount to fifteen percent per annum of the compensation so fixed shall be paid from the date of the notification under section 4 to the date of payment of the compensation. The said judgment of the Federal Shariat Court relating to above provision was set aside by the Shariat Appellate Court Bench of the Supreme Court and section 28-A of the Ordinance was omitted by the Land Acquisition (Sindh Amendment) Ordinance, 2007, which was protected under PCO of 3rd November 2007. In view of the judgment of Supreme Court dated 31st July, 2007, the said ordinance had expired on 28th October, 2009. Therefore, it is expedient to amend the land acquisition act, 1894. The house which remained in session about two hours carried question and answer session regarding the Mines and Mineral Department and was adjourned till Tuesday at about 1:45pm.
