KARACHI - Karachi Water and Sewerage Board has expressed inability to provide water and sewerage facilities to under construction multi-storey buildings which were situated in Cantonment Boards jurisdiction. According to details, Managing Director of KW&SB Misbahuddin Fareed in a letter to Secretary Military Land stated that the KW&SB has been providing water and sewerage facilities to the citizens in the most unfavourable conditions. Billions are spent on the water supply and sewerage disposal network laid out in the city. The KW&SB has to bear the expenses as well as the salaries of workers responsible for maintenance and security of this network. However, Cantonment Boards have never cooperated with KW&SB for the betterment of the system.On the other hand, Cantonment Boards charge heavy betterment and commercialization taxes from under construction multi-storey buildings, but did not pay KW&SB anything from the same. He said that KW&SB is a public service civic institution that is in dire need of funds. We work day and night to make the water supply from sources situated 200 KM away possible. Moreover, we spend heavy amounts for the supply of 550 million gallons of water daily.The dilemma is the fact that we bear all the expenses for bringing the water to the city, we resolve any and all faults in the system but only cantonment boards can receive taxes. Various letters have been sent to Cantonment Boards in this regard however, they have not replied in a positive manner.We spoke to Association of Builders and Developers and they agreed to the fact that it is our right to receive our share in the Commercialization and Betterment Taxes. We are informing Secretary Military Land once again that the situation KW&SB is facing is clear. On the other hand, KESC has increased our tariff to unbearable heights deeming us a commercial institution instead of a civic service. We bear heavy filtration and pumping expenses. It is therefore inevitable that either Cantonment Boards cooperate with Water Board or we seize to cooperate with them. The decision lies with Cantonment Board and we are waiting for it.
