CJ takes suo moto of rape, fraud by SP; IGP summoned

LAHORE - Chief Justice Lahore High Court Khawaja Muhammad Sharif Tuesday took suo moto notice of rape and torture to a lady doctor by Superintendent of Police (SP) Saddar Division Green Town and sought a report about the incident from Inspector General of Police within two days. The CJ took suo moto notice about the scandal of SP Mansurul Haq Rana on the basis of a report published in an English newspaper on June 8 about a fraud with a lady doctor in the guise of promises of marriage by the SP. According to the news, SP developed illicit relations with a lady doctor Faiza alias Rukhsana, a physiotherapist, and took Rs6 million from her for investing money into an automobile business and when she demanded back the money she was tortured on the directions of the SP. According to a report prepared by the Special Branch of the Punjab Police on April 20, 2010, SP Mansur was present at his office in Green Town Police Station, along with various SHOs of his division, including SHO City Raiwind, when complainant Dr Faiza alias Rukhsana, presently serving at a public hospital in Lahore, reached there along with another doctor. The lady doctor demanded the SP to marry her and return her Rs6 millions. At this, the SP got infuriated and an argument ensued between them and the both tried to harm each other. The lady was also manhandled by policemen. The doctor accused the SP of raping her and alleged that the SP had taken millions of rupees from her relatives and Rs6 million from her to invest in his business of automobiles which he had started through Rana Qaisar Nazir, Hafiz Suleman, Mohsin and Abbasi. She accused the SP of torturing her at his office. She also told people that the SP had implicated them in fake cases registered with Sattukatla and Sabzazar police stations. The inquiry also says the SHOs of Sattukatla, Sabzazar and City Raiwind police were abettors in the scandal. Now the SP, accused of raping a lady doctor and defrauding many people in automobile outlet scandal, was not appearing before inquiry officer DIG Major (r) Mubasharullah despite several reminders since the inquiry was initiated on April 22.
