'Pak deserves nuclear tech like India: Speakers

LAHORE - The speakers at PINA Seminar on Pak US Dialogues, Challenges and Expectations held in Lahore felt that the outcome of the dialogue was strategically insignificant. They impressed upon the Prime Minister of Pakistan, who visiting Washington DC, to gracefully pursue the objective of acquiring civil nuclear cooperation to address energy crisis. The emerging people-specific policy of USA towards Pakistan and statesman-like role of military leadership at the talks was appreciated. The meeting was chaired by Shamshad Ahmad Khan, former foreign secretary and attended by defence strategists, political analysts and media representatives. In his presidential address, he stated that Pakistan and USA had been engaged in secretary level dialogue for many years, which have now been upgraded to the level of foreign ministers. He told that the Pak-US strategic dialogues began in March 2006 in the Musharraf era, when US President George W Bush stopped over in Islamabad for few hours after entering into the strategic partnership with India. It was during this visit that strategic dialogues were offered to Pakistan by the US President. Three sessions of the Pak-US strategic dialogues were held in 2006 and 2008 without any gain. The major change in US attitude towards Pakistan appeared after Hillary Clintons visit to Pakistan in Oct 2009, when the US finally decided to switch over to a people-specific approach. He indicated that the Pak-US strategic dialogues were held in changed background. Pakistan had a democratic government instead of military dictatorship. The victories and sacrifices of Pakistan Army in FATA and Swat indirectly helped the US to achieve some of their objectives in Afghanistan. Obama has announced an exit by mid 2011, which is not possible without Pakistans effective support in fight against terrorism. He pointed out that during the high level dialogues of nineties with US Deputy Secretary of State, Strobe Talbot, it was decided to maintain parity between Pakistan and India but ignoring this principle Pakistan had been grouped with Afghanistan as Afpak. Regarding outcomes of the strategic dialogues he said Pakistan may not get benefit strategically in the long run. However he argued that as a nuclear power with a well-established Nuclear Command Authority (NCA), that ensures safeguards as per international standards, Pakistan deserved civil nuclear technology as awarded to India. He however emphasized that our strategic partnership with China can lead to benefits of civil nuclear energy as already being witnessed in the supply of civil nuclear reactors by China in the form of Chashma 1, 2, 3 Nuclear power plants. He said new people-specific approach demanded that US should come to build dams, universities of academic excellence, hospitals and infrastructure of Pakistan and to carry on people to people contact. Brig (R) Farooq Hameed Khan Editor of Defence Magazine, emphasized that the past Pak-US relations can be best described as a roller coaster, sanctions-oriented, arm-twisting relationship based on mistrust. However US made a U-turn after it realized that Pakistan Army had almost won the Indian sponsored proxy war in FATA and Balochistan. He stated the grand international plan to destabilize Pakistan and get hold of Pakistans nuclear assets had been decisively foiled by ISI and Pakistan Army with the support of the nation. He demanded that Pakistan be compensated for its losses in war on terror and its sizeable foreign debt be written off by USA and international donors. Qayyum Nizami, Political Analyst, said that US had been changing its colors to maintain the status of the world super power. Late General Ayub Khan in his book Friends not Masters described US as a cheater, as it failed to honor its commitment to solve Kashmir dispute. He said Pakistan had made 56 page demands to USA in the meeting on strategics. We should go for long-term strategic requirements, which would help us in shaping our future. Altaf Hasan Qureshee, Secretary General PINA spoke on the need for acquisition of civil nuclear energy from USA, so that Pakistans energy crisis was addressed on a long term basis. He stated that this strategic dimension of Pak-US relations must be stressed upon the US authorities by Prime Minister Gillani and his aides during the 'Nuclear Safety Summit in Washington DC He reiterated that Pakistan was blessed with vast human and natural resources and Pakistani nation must make efforts to rely on its own potential for development.
