LAHORE - The stadium safety and security has become as the greatest ongoing concerns for football bodies around the world. The history of football is littered with tragic tales of deaths from stampedes, overcrowding of stadiums, fires and other hazards. This was stated by Pakistan Football Federation (PFF)s Director Administration Major Jahangir Khan during PFF Security Officer Seminar on the sideline of PFF Special Refresher Coaching Course today at FIFA Football House, Ferozpur Road, Lahore. He added that a stadium may only be used to host football matches if the structural and technical condition of the stadium complies with the safety requirements in force. Pakistani coach Georg Kottan, PFFs Secretary General Lt. Col (r)Ahmed Yar Khan Lodhi, Director Operation Wng Cmdr (retd) Pervaiz Saeed Mir, Lodhi were also present on this occasion alongwith 27 coaches working under the Asian Football Confederation (AFC) AID-27 Financial Assistance Scheme. The lecture on Security became the part of PFF Special Refresher Coaching Course on the directive of PFFs President Makhdoom Syed Faisal Saleh Hayat who said it is very essential that Jahangir shifted his knowledge gained from FIFA experts Walter Gagg and Adnan El Guindy through KL Workshop for the Asian National Security Officers and Asian FIFA Security Officers to Youth coaches and officials working in PFF. FIFA and AFC held a joint workshop for National Security Officers in Asia, with the aim of teaching security officers how to ensure safety inside and outside stadiums. One of the key requirements was an adequate pre- and post-match security plan for each match, and for areas immediately outside the stadium and in which fans congregated, said Faisal. Jahangir added : FIFA Chief Sepp Blater has urged soccer federations from around the world to adhere to FIFAs Global Security Concept to prevent further tragedies after killing of 19 people outside a stadium in Ivory Coast, just minutes into a 2010 World Cup qualifying match in that country. Speaking at FIFA House auditorium, Jahangir said that not one human life should be put in the balance by football. He said where there were confirmed cases of security risks, kick-offs should be delayed. The regular workshops in this issue would involve the national security officers from each of the participating countries, confederation security officers, as well as members of FIFA Stadium and security committee. Jahangir also told that the capacity of the stadium must always refer to the maximum safe capacity of the said stadium. In the stadium, it is not allowed to possess any weapons and/or any other dangerous objects, including racist or aggressive banners and lasers. While going through Area outside the stadium, he said: Access to the stadium should be facilitated by an efficient network of routes for private transport, and if possible, by suitable links to public transport in the vicinity of the stadium. There shall be large signs providing directions (location of sectors and entrances) within the immediate vicinity of the stadium. On Stadium perimeter, turnstiles and checkpoints, he said that a wall or fence may enclose the area surrounding the stadium. It shall be at least 2.5 metres in height and shall not be easy to scale, penetrate, pull down or remove. Entry and exit points in the stadium itself and the concourse surrounding the stadium shall be designed in such a way as to facilitate the flow of persons and vehicles in and around the stadium.
