Govt allows Basant after yes-no stances

LAHORE - The Lahorites are all set to celebrate Basant, after the Punjab government has given a go head for the Basant after a lot of yes-no postures, especially when the police are already engaged in curtailing and controlling the long march. According to sources, after initial reluctance, District Nazim Mian Amer Mahmood forwarded the a summary to the Punjab Government, seeking relaxation of ban on kite flying for two days, that is, March 14-15 to celebrate Basant in the City. The Punjab government did not take any decision on the request till Friday evening when it allowed Basant. Earlier, Mian Amer Mahmood had made it clear to the Punjab Government that he would not take any responsibility for the loss of life due to use of metallic or chemical coated string and it was up to the Government to take effective measures for averting the hazards relating to dangerous kite flying. This stance of the District Nazim had further dampened the spirits of the Lahorites, and diminished the possibility of issuance of notification regarding relaxation of ban on kite flying, but the Government granted the permission. According to the Punjab Prohibition of Kite Flying (amendment) Ordinance 2006, only District Nazim concerned can allow the sport up to 15 days during the spring. The District Nazim has to send request to the Punjab Government for relaxation of ban for a specific period, not exceeding 15 days, and after getting a nod, he would issue a notification in this regard. As per relevant provisions of the Punjab Prohibition of Kite Flying (amendment) Ordinance 2006, the CDGL has to issue licenses for manufacturing and sale of kite and related material to the traders on the recommendations of kite flying association. The persons, interested to fly kites at their rooftops and other places, have to get prior permission from the concerned union council Nazim. Such persons are also bound to inform the concerned police station about use of specific place for kite flying. Joint teams comprising representatives of kite flying association and Police are supposed to enforce the code of conduct regarding use of metallic and chemical coated string in kite flying. Though the formal permission was not granted till Friday, the traders had already opened shops and started selling kites and strings. The law enforcement agencies, apparently, have closed eyes and allowed the sale of kites and related material across the City. As such, it is now up to the people to celebrate Basant or not with the Police seemingly is ready to ignore violation of ban on kite flying. On the other hand, the Health Department Punjab has directed all the hospitals to ensure emergency arrangements on March 14 and 15, on Basant nights. According to a spokesman, high alert would be observed at hospitals to meet any emergency. Doctors and paramedical staff would remain stand by and in contact with emergency services 1122 to face any situation. Arrangements would be made to provide on the spot and treatment at hospitals to the injured.
