CDGL budget to be presented tomorrow

LAHORE - The City District Government Lahores budget for the fiscal year 2009-10 will be presented before the District Council on Thursday (tomorrow). District Nazim Mian Amer Mahmood will present the budget before the council for approval at a session to be held at Jinnah Hall. For the fiscal year 2009-10, total income of the CDGL has been estimated at Rs 15 billion that also includes opening balance. Total expenditures have been estimated at Rs 14.5 billion that includes Rs 10 billion for non-development and Rs 4.5 billion for expenditures to carry out ongoing development schemes. Half a billion rupees have been left as surplus amount. The non-development expenditures mainly include salaries of employees. On the direction of the Punjab Government, the CDGL has not included new development schemes in the Annual Development Programme for the fiscal year 2009-10. As such, the ADP consists of only ongoing development schemes. The allocation to be made for new development projects has been left as surplus amount. In the previous fiscal year, the income of the CDGL was estimated at Rs 17 billion that included opening balance and its share from the Punjab government under Provincial Finance Commission Award. The allocation for development projects, both new and ongoing, was Rs 9 billion and that for non-development was Rs 8 billion. Officials said that the non-development expenditures have been increased due to raise in the salaries of officials and employees. They said that the development outlay has decreased as the Punjab government stopped the CDGL from making allocations for new development schemes. They further said that the CDGL was also not clear about its share in the PFC Award and grant to pay additional salary bill in the wake of raise in the salaries of government employees. LDA, Wasa, Tepa budgets yet to be finalised For the first time since implementation of devolution plan, the budget of Lahore Development Authority and its two subsidiary agencies; Water and Sanitation Agency and Traffic Engineering and Transport Planning Agency will not be presented before the District Council for approval along the budget of the City District Government. The LDA, Wasa and Tepa have yet to finalise their budgets for the ongoing fiscal year while that of the CDGL would be presented on Thursday (tomorrow). According to the officials, differences between the Punjab Government and the District Governments have led to this situation. In the near past, Director General LDA Shahid Mehmood requested District Nazim who is also Chairman LDA to convene Governing Body meeting for presenting the budget for fiscal year 2009-10. In the meantime, he was transferred. His successor Omar Rasool later requested the Chairman to allow LDA to carryout spending by adding 8.5 per cent in the last fiscal years outlay. The Chairman rejected the request and asked the LDA to prepare and present budget in the Governing Body meeting, revealed an LDA official requesting anonymity. He further revealed that the LDA budget would be presented after getting a nod from the Punjab CM.
