Saad calls for an end to dynastic politics

LAHORE-Former federal minister and senior PML-N leader, Khawaja Saad Rafique has called for an end to dynastic politics, pleading for intra-party polls and election of 50 per cent parliamentarians through proportional representation by which parties could send able persons in the assemblies. Addressing a seminar at Hameed Nizami Hall on the subject, titled, Solution to issues of Pakistan-through revolution or repeated elections held in connection with Issue of the Day programme of Nawa-e-Waqt, The Nation and Waqt TV, here on Friday, the PML-N leader said future of country did not lay in hereditary politics which, he stressed, must come to an end now. Incharge Nawa-e-Waqt Forum, Khawaja Farrukh Saeed conducted the seminar which was attended by members Punjab Assembly, Zaeem Hussain Qadri, Rana Tajjamal, Ghazala Saad Rafique and a good number of party workers. He stressed the need for introduction of political reforms to avoid a bloody revolution which he believed was in the making and may erupt like a volcano any time and destroy all state institutions including army, parliament, political parties and other state institutions. The fault line of the 'volcano would be some big city in Punjab, he predicted. Giving details of the reforms which must be introduced within the political parties and the political system, Saad said that as a pre-requisite to implement other measures, army should stop meddling in political matters, media should do responsible reporting and judiciary should exercise its newly acquired independence with caution. One of the reasons why top political leaders rely much on their loyalists is that army frequently intervenes in politics and educated people cannot resist marshal laws by coming out in the streets, he remarked. He pleaded that there should be an end to dynastic politics in political parties because it could not take Pakistan to the path of development. Parties should not be made personal fiefdoms, he observed, adding that intra-party elections should also be held periodically to provide alternative leadership to the country men. Many parties lack even basic information about their workers, he informed the audience. He lamented why the provision of intra-party polls was omitted from the Constitution when there were no such instructions from the party leadership. He informed that PML-N may bring legislation in the parliament to make Political Parties Act more effective by making intra-party elections compulsory. He said the culture of sycophancy in political parties should be done away with to bring educated people in the assemblies. Deaf and dumb should not be awarded party tickets who have no knowledge of legislation, he said. He stated that parties should get their manifestos published in the newspapers. He also spoke about reforms in the Election Commission of Pakistan, saying it needs to be overhauled to make it independent in the true sense. He advocated that 50 per cent seats in assemblies and in the Senate must be filled through the method of proportional representation. This would enable political parties to award tickets to technocrats and intellectuals, he added. He said that western model of democracy did not suit Pakistan and other third world countries. Even India and Bangladesh where it worked relatively good, could not dispense justice to the common man, he affirmed, saying that it suited only the countries where people were educated and there was no hereditary politics. He appealed to the intelligentsia to initiate debate on the issue. He said mere passage of 18th amendment could not make Parliament supreme, which still lacked the power which it should have acquired to resolve peoples problems. He said he did not subscribe to the notion that democratic dictatorship is better than military dictatorship. I dont believe in presidential or parliamentary dictatorship either, he averred, adding that all forms of dictatorship were harmful to the country. While criticising federal government for lack of governance and transparency, Saad said opposition was also not playing its due role as it was doing criticism for the sake of criticism. The opposition should come up with suggestions to resolve problems instead of merely criticising the government, he suggested. He condemned former Chief Minister Punjab Pervaiz Elahi for what he said playing dirty politics over Hazara and South Punjab. He was doing so just for political point scoring, he further said. The PML-N legislator asked party workers to respect leadership but doesnt act like its slaves. Dont move around leaders like mad people. Dont behave like a herd of sheep and goats. You should question actions and decisions of leaders but you should be sincere while doing so, Saad advised workers. He also stressed upon workers education and establishment of forums for the purpose. To a question from audience, he said Kashmir policy was wrongly designed, and our military leadership also did many misadventures in this regard including that of Kargil. He feared increased US influence in Pakistan if present government continued in power.
