Cabinet okays 8 amendment bills for devolved ministries

LAHORE The Punjab cabinet on Wednesday approved eight amendment bills of various departments for running the affairs of ministries being transferred to the provinces under 18th constitutional amendment, and constituted a Cabinet committee for elimination of corruption in the province, which will formulate its recommendations, and submit in the next meeting, which will later be presented in the Punjab Assembly for legislation.Punjab Chief Minister Muhammad Shahbaz Sharif presided over the Cabinet meeting held at CMs Secretariat on Wednesday. While speaking on the occasion, Shahbaz Sharif opined that corruption was the major hurdle in the development of the country and joint efforts should be made for its elimination. A Cabinet Committee is being constituted for rooting out corruption, which will submit its concrete recommendations for purging the society of this menace which will be presented to the Assembly for legislation after cabinet approval, he said, adding that approval had also been given for setting up of an authority for elimination of hoarding, adulteration in essential items and stabilising their prices in the province and a draft law would soon be submitted in this regard. As per sources, Finance Minister Tanvir Ashraf Kaira pointed out corruption, hoarding and adulteration as three major issues. To this, the CM responded positively, and cabinet committee was constituted for curbing corruption, which would headed by Senior Advisor to CM Sirdar Zulfiqar Khan Khosa, and its other members would be Kaira, Ashraf Sohna, Rana Sanaullah and Ch Abdul Ghafoor. The CM was unhappy with the process of Annual Confidential Reports of the government officers and officials, and observed that the purpose of the ACRs was to judge the efficient and inefficient officials, while in the past, these reports were reflective of the performance of the officers in true sense, and now these reports were not being written as per rules. The previous standard of the ACRs should be restored and written on the basis of actual performance of all officers and officials, he directed. Shahbaz Sharif said the national solidarity demonstrated on the visit of Chinese Prime Minister to Pakistan was laudable. While appreciating the performance of Cabinet Committee, elected representatives, administration, police and concerned departments for maintaining law and order, brotherhood and religious harmony in the province during Muharram-ul-Haram, he thanked Almighty Allah on the peaceful religious rituals. There is always room for improvement and we will also have to take more steps for meeting the future challenges, he observed. He also appreciated the performance of Senior Advisor Sirdar Zulfiqar Ali Khan Khosa, Chief Secretary and Secretaries of the concerned departments for making amendments in the laws of the departments being transferred to provinces after 18th amendment. Chief Secretary Nasir Mehmood Khan Khosa informed the meeting with regard to amendments in the laws of departments being transferred to the provinces and added that on the instructions of CM, a special committee headed by Sirdar Zulfiqar Khosa had been constituted in this regard, which had formulated final recommendations for 18 amendment bills, and out of which, eight amendment bills regarding Revenue, Health, Labour and Auqaf were presented. The Cabinet gave approval to the Trust Act, 1882, Transfer of Property Act, 1882 and Partition Act, 1908 of Board of Revenue, Punjab Epidemic Disease Act, 2010 and Injured Persons (Medical Aid) Act, 2004 of Health Department, Employment of Children Act, 1991 and Employment (Record of Services) Act, 1951 of Labour Department and Punjab Publication of Holy Quran (Elimination of Printing and Recording Errors) Act, 2010 of Auqaf Department. The meeting also gave approval to the annual report 2009 of the Punjab Public Service Commission.
