LAHORE - Former Punjab Law Minister and senior leader of PML-N Rana Sana Ullah has called for 'administrative disobedience' instigating civil servants in Punjab to decline compliance with all illegal and verbal orders issued under the Governor Rule headed by Governor Salman Taseer. He has also lambasted governor Punjab for using powers of the chief minister despite being unauthorised to do so. Rana Sana Ullah flanked by President PML-N Punjab and former special advisor to CM Punjab Sardar Zulfiqar Ali Khosa spoke at the Press Conference held at Punjab Assembly on Wednesday. He asked government officers including chief secretary Punjab not to become a part of temporary set-up likely to perish within 29 days, saying those who issued orders and those who complied with them had to be answerable to masses and next chief executive of the Punjab government. No excuse will be accepted and a thorough investigation will be carried out to take to task the offenders, he added. Demanding withdrawal of all illegal and unconstitutional orders and decisions, Rana said Governor Rule was a temporary arrangement that firmly discouraged permanent decisions. He forecasted that Governor Rule could exist only for 29 days after Prime Minister Yousuf Raza Gilani's speech in PPP Punjab parliamentary meeting. Vehemently blasting Governor Punjab Salman Taseer for taking illegal and unconstitutional steps, he said the governor had violated his authority by issuing such orders, which could be allowed only in permanent dispensations. He regretted that "after the imposition of the Governor Rule in Punjab, 16 judges were appointed in the Lahore High Court, while more than one thousands transfers and posting were ordered. Besides, approximately 150 chairmen market committees were appointed. Some of them were those who had only 7 days after assuming their relevant charges, added allegations that corruption ran high in all such orders of transfer and posting. He said a process of recruiting 40 thousands educators were going on and lists were being prepared in this regard. However, after dislodging the PML-N government, PPP "Jialas" were being appointed in sheer violation of merit. Condemning all such steps, Rana asked to provincial chief secretary if he loved Punjab and his career, he should turn down governor's orders immediately. On a query that government servants are bound to obey the orders of concerned authorities, so how they could refuse the orders, he said civil servants should seek written orders to comply with them. He believed that authority concerned would pressurise but they would have to show courage and refuse to accept verbal and telephonic orders. Speaking on the occasion, Sardar Zulfiqar Ali Khosa alleged that in an attempt to foil long march, Governor Punjab Salman Taseer entrusted a number of tasks to civil bureaucracy. "A plan was also chalked out to call reinforcement of police from other provinces thus created new precedent. While decision was also taken to blow up the bridge on River Chenab to obstruct the long march," he added. Khosa further accused that governor Punjab had satisfied his high ups by assuring that long march would never accompany more than 500 people and if it happened, he would face the music. However, he said, since long march swelled to million of people, all plans and claims ended in a smoke. He also sang praises for Prime Minister Yousuf Raza Gilani for saving the country from all threats that were deepened due to Governor Punjab Salman Taseer and added that the PML-N had no personal vindictiveness against President Zardari. He said had the judges were restored by the executive order early, uncertainty that caused innumerable damages on all fronts could have be avoided. Replying a question, he said like the restoration of judges with executive order, there was no complexity in the revoking of 17th amendment and 58 (2) B. Every legislator favours nullification of these anomalies and PPP would not feel any problem in abrogating them, he maintained. Rana Sana Ullah further said that Governor Rule was unlawful and was doomed to be abolished sooner, as it had now sub-judice matter. "We have also filed review petition for a larger bench against the disqualification. We hope that PCO judges would not review the case". Responding to a question about appointments in Punjab assembly under the court order, he said all the decisions taken by the Dogar court would be reviewed top to bottom. When asked about possibilities of PPP-PML (N) alliance in Punjab in the presence of Governor Salman Taseer, Sana said working relationship between PML-N and PPP in Punjab was on better lines despite hostile attitude of Salman Taseer in the past. "Governor was not a problem for us neither in past nor will be in future," However, all rests on the PPP whether it wanted to earn honour axing the governor or desires to face more disgrace in association with Salman Taseer. Asked about registered FIR against governor and inspector general Punjab for resorting to violence for clamping down the long march, he said legal action would be taken against the offenders. If the court restored PML-N government as on 24th February, PPP had to decide whether it wants to continue the previous role or not, he added.
