LAHORE - Lahore Wildlife Safari Parks construction work of six check posts and installation of swings has not been completed so far despite cheques of Rs six million (complete payment) have been released, in violation of the government rules and the time stipulated in the tender for completion of work has also lapsed, sources revealed to TheNation. As per details, Punjab Wildlife and Parks Department called tenders for the construction of check posts along with the installation of swings in Lahore Wildlife Safari Park in May 2010 apparently to avoid the Rs6m budgets of Wildlife and Parks Department from being lapsed on June 30, 2010. Departmental sources alleged that Lahore Wildlife and Parks Department deputy director Abdul Shakoor Manj gave the tender following the directives of the Punjab Wildlife and Parks Department director Abdul Qadeer Mahal as the deputy director was working as the head of the Park on temporary basis. The deputy director of the Park Chaudhry Akbar was on leave and in his absence both director Abdul Qadeer and deputy director Abdul Shakoor Manj gave tender along with condition of completing construction work (six checks posts) and installation of swings within one month and before June, 30, 2010. The work according to the timeframe of tender could not be completed by the contractor. An application by other contractors who were dropped in the tenders, was also filed in the Punjab Anti-Corruption Department for awarding the wrong tender to the contractor who agreed to complete the work which was not feasible according to the given timeframe in the tender. Sources alleged that Chaudhry Akbar on resuming the office after enjoying his leave also signed the cheques when work was yet to be completed and ascertained its fitness. Officials of the department claimed that it was necessary to show completion of work before payment of the total amount but here rules were violated just to avoid the funds from being lapsed. Some officials of the Department also disclosed on the condition of anonymity that the tender was approved for some pecuniary gains. They also alleged that incomplete work of six check posts and installation of swings was signalling the ill-will of the interested parties. They said that it was better to let the budget lapse instead of wasting it on the substandard construction of six checks posts, alleging that about 60 per cent payment had been made to the contractor but in documentation, the total sum was shown paid against the completion of work as per specifications in the tender. When contacted the deputy director Chaudhry Akbar to know about the sad story of wasting money in violation of the government rules as why he showed the completion of work against the total payment to the contractor, he accepted that he made three instalments of total amount (Rs six million) and so far the contractors had not been paid total amount because the installation of swings and construction of six check posts in the Park were not completed. However, he said that he had with-held full payment to the contractor awaiting completion of work by him.
