LAHORE - The summary to appoint chief engineers in the Irrigation Department has been rejected for the second time by the chief minister’s office, raising objections to the department’s seniority list, sources disclosed here on Wednesday.
Earlier, the Services and General Administration Department had also raised objections to the seniority list. The matter of chief engineers’ posting has been pending for over three months.
Sources said the authorities and politicians wanted their blue-eyed officers against the coveted slots of the chief engineers. “The officers senior in the list have been neglected in the summary while juniors have been recommended for elevation as chief engineers,” they added. An officer who claimed to be senior said the current move of the department would create resentment among the seniors and the department would not be able to deliver as per the expectations of farming community.
As per the summary, name of Malik Saleem, who holds additional charge of additional secretary operation & budget, additional charge of chief engineer Sargodha and general manager finance (PIDA), was forwarded for CE Sargodha on regular basis. Moreover, the summary recommended Inaytullah Cheema as CE Multan (who is holding the charge of the seat), Superintending Engineer Drainage Circle Gulzar Bhatti as CE P&R, Khalid Hanif Bhatti of planning &review, who also holds additional charge of CE D&F, as CE Faisalabad, and Khawar Nazeer CE Faisalabad as general manager PIDA. It was further disclosed that superintending engineers, Shaikh Nawaz and Tariq Malik, who got awards for good performance and are senior in the list, have been ignored.
An officer told this newspaper that the matter of posting has been pending with the department for three months that has led to multiple problems. The posting of blue-eyed officers on important positions in the Irrigation Department has affected the irrigation and agriculture system in the province badly, he said.
The desilting campaign is about to begin, but the process to post officers on top administrative seats in the department has yet to be completed that could affect the campaign. The government should ensure posting of senior officers so that the desilting campaign could be started and completed successfully.
Irrigation Secretary Capt (r) Zahid Saeed was not available for comments while another officer said that an amended summary had been forwarded to the CM office, hoping it would be approved soon.
