'N submits adjournment motion in Assembly

ISLAMABAD - PML-N Wednesday submitted an adjournment motion in National Assembly Secretariat against the non-implementation of incentive package for the teachers of schools and colleges working under the Federal Directorate of Education (FDE). Accepting the longstanding demands of the schoolteachers, Prime Minister Yousuf Raza Gilani on November 8, 2010 had announced upgradation of teachers and transformation of all FG schools and colleges into Islamabad Model Colleges to eliminate disparity and provide equal opportunities for all students of ICT. According to details, three Members of National Assembly from PML-N including Bargees Tahir, Saryia Khalid and Khalda Manzoor submitted the adjournment motion in the National Assembly Secretariat. They informed that the motion would be brought under discussion in the upcoming session of National Assembly. In the adjournment motion, it has been stated that the Federal Govt had approved the separate education system and upgradation formula for teachers and directed to implement it till Dec 31, 2010 but FDE did not implement it and then teachers' union boycotted classes and protested against the Govt. The Govt has announced the upgradation of posts of teachers working under FDE and the introduction of Time-Scale Promotion Formula, which would replace the Four-Tier Promotion Formula. According to the new formula the teachers of BPS-9 would be promoted to BPS-14, BPS-14 to BPS-16, BPS-16 to BPS-17, BPS-17 to BPS-20 and BPS-21. The non-teaching employees of schools, colleges under FDE have also demanded the upgradation like the one announced for teachers of the same institutions. According to non-teaching employees, the Government has announced a Time-Scale Promotion Formula but on the other hand the non-teaching staff of the same institutions have been ignored which is a great injustice with them. The promotion formula, which was to be implemented with the advent of new year, has not been implemented yet and an implementation committee of the Ministry of Education has been reviewing the matter to ascertain the cost and impacts of the package, which would amount to approximately Rs 60 to 70 million.
