ISLAMABAD - While over 25 per cent of the total members of Public Accounts Committee (PAC) have requisitioned the committee session, a relevant meeting is expected to be convened next week. More than the required members of PAC have requisitioned PAC session and legally under Article 54(3) of the Constitution, the PAC chairman is bound to convene meeting within 14 days after receiving the requisition by his secretariat. We have requisitioned PAC session and it should be convened to discuss important matters, said a PPP MNA and member of PAC committee Noor Alam while talking to TheNation. He also hinted that more than the required numbers of PAC members were willing to convene meeting as early as possible. Talking to TheNation, Advisor to Ministry of Parliamentary Affairs Izhar Amrohi, a legal expert, said 25 per cent of the total could call the PAC session and under the Article 54 (3) of the Constitution, the PAC chairman is bound to convene meeting within 14 days of the receipt of the requisition by his secretariat. When contacted, MQM leader and PAC member Haider Abbas Rizvi also favoured calling PAC meeting. Smooth functioning of PAC is necessary, as earlier it recovered Rs 115 billion in a short period. Yes, I have signed on the requisition and it should start its work with full pace, he added. Another PAC member from PML-Q Riaz Fatiyana said the PAC meeting should start its proper working as early as possible. If I would have been asked to sign on requisition, I might not hesitate to go in this favour, he said, adding that if the required members of PAC were willing, then there should be no bar to call meeting. Setting aside all reservations, he said the meeting should be called constitutionally as its working was remarkable. Another legal expert, desiring not to be named, opined that the consent of the chairman was not necessary for calling the meeting, rather the requisition of required members was enough to call meeting. It may be mentioned here that Chairman PAC Chaudhry Nisar Ali Khan has expressed serious reservations over non-compliance of PAC directives by the government and recent appointment of Akhtar Buland Rana as Auditor General. Leader of Opposition in the National Assembly Chaudhry is also expected to resign from the chairmanship of PAC after convening its meeting, said the sources. It was learnt that another five PAC members from PML-N including Pervez Malik, Ayaz Sadiq, Khwaja Asif and Zahid Hamid might also quit if Chaudhry Nisar resigned from PAC chairmanship. It is testimony of fact that Nisar has recently dissolved all the PACs special committees and sub-committees, saying that no special or sub committees of the PAC could hold any meetings before a proper meeting of the PAC itself. He has reportedly given two reasons for dissolution of the PAC sub-committee including appointment Akhtar Buland Rana as Auditor General (AG) and non-compliance of PAC directives by the government. He had further reportedly commented that the government has given the position of auditor general of Pakistan to a controversial figure, which laid bare the governments intentions. Another reason for his possible resignation might be the non-submission of report about the alleged involvement of three former army generals - in the multibillion rupees National Logistic Cell (NLC) scam, said sources.
