FBR reconstitutes functional categories under TARP

ISLAMABAD - Federal Board of Revenue (FBR) on Tuesday has reconstituted its functional categories under Pakistans Tax Administration Reform Project (TARP).
According to the notification issued by FBR, the tax authority is undergoing a comprehensive reform process under aegis of the TARP and in this regard structure of the FBR has been reconstituted into functional categories.
Administrative structure of FBRs field formations has already been re-designed into Large Taxpayers Units, Regional Tax Offices and Model customs collectorates along functional lines. The FBR Chairman has appointed Ihsan-ul-Haq, a Grade 21 officer of Income Tax Group as Member Facilitation and Taxpayer Education, Zafarul Majeed as Member Strategic Planning and Statistics.
He would also continue as Project Director TARP in addition. Muhammad Ramzan would take over the charge of Member Operations Domestic Operation South, and Mehmood Alam has been appointed as Member Policy, Indirect Tax. Hafiz Muhammad Anees is posted as Member Taxpayer Audit, Munir Qureshi as Member Operations Custom. Qureshi would also hold the additional charge of the post of Member, Policy.
Similarly Ch M Azam has been appointed as Member, Administration and Human Resource, M Saeed Khan as Member, Director General Special Initiatives, Khalid Aziz Banth as Member, Policy Direct Taxes, Aziz Ahmad Bilour as Member, Operations Domestic Operations North and Shahid Azam as Member, Enforcement and Accounting. The above officers would continue to draw special allowance equivalent to 100 per cent of the basic pay at their new place of posting.
On the other hand, sources told TheNation that the three former members that opposed the appointment of newly appointed chairman Sohail Ahmad on seniority basis, would now work under the Federal Secretary Finance.
During May 2009, the govt allowed three members including Member Direct Taxes Irfan Nadeem, Member Tax Policy Naobahar Kiyani and Member Fiscal Research Mumtaz Haider Rizvi to report to the Federal Secretary Finance.
