ISLAMABAD Opposition Leader in the National Assembly, Ch Nisar Ali Khan, who is also Chairman of Public Accounts Committee, submitted on Wednesday the reports of PAC in the Lower House of the Parliament regarding the Federal Government of Pakistans accounts for the year 1989-90, 1991-92 and 2005-2006.
Terming it a historic moment, he said that there was no record available, as no PAC had ever submitted its report in the House after 1985. He congratulated the House and thanked members of the Committee for completing three reports in a year.
Appreciating Prime Minister Yousuf Raza Gilani for his support, Nisar said that maximum recovery on recommendations of the PAC were Rs 5 billion in 2007-08. But, this Committee recovered Rs 20 billion. Only during last one year and six months of this year, Rs 11.5 billion have been recovered, he said.
He said that the PAC had to face immense pressure during preparation of the reports. He told that he had also written a letter to the judiciary regarding accountability but it told that it had its own accountability system. The judiciary and Armed Forces must also be held accountable before the Committee, he added.
In the past, the PACs have submitted their reports in the House but those were never discussed. I urge the Government to give three or four days for discussion on the reports as we can tell the world about our progress and send a strict message to looters and corrupts, Nisar said.
During his speech, he also criticised the legislators for their non-serious attitude in the House and demanded disciplinary attitude in the House.
I am coming to the National Assembly since 1985 but I never observed such a non-serious attitude of the legislators even of the ministers, Nisar Ali Khan said. In the past when any legislator had to talk to his colleague, they both go to the lobbies but now the MNAs keep talking on the floor and do not pay attention, he said. He said that only adjournment motions could not solve the problem.
He also asked the Interior Minister to speak truth regarding the presence of Blackwater in the country. Referring to Dir blast in which three American were also killed, he said, their presence in Deer has proved that they have spread in the whole country, Nisar added.
He also criticised the Government for not taking action against Brigadier (R) Ranjha of the NUML. Seven days have passed but the Govt is reluctant to take any action. That is why, we say that you are following Musharrafs policies, Nisar said.
Jack of all trade is master of none. Rehman Malik went there to settle the issue. Who did send him for this? He should first take action against the culprits and then go for settlement, Opposition Leader added.
About the recent increase in the oil prices, he termed it an unjust act with the poor people and said the Government by taking such steps could not succeed. He urged the Government to withdraw the increase in prices.
