Rabbani moves against delay in restoring employees

ISLAMABAD - Pakistan People’s Party (PPP) Deputy Secretary General Senator Raza Rabbani Monday submitted a privilege motion in the Senate Secretariat against government and semi-government departments for nor-implementation of the ordinance calling for the restoration of sacked employees.
President Asif Ali Zardari had promulgated the Sacked Employees (Reinstatement) Ordinance-2009 on February 14, 2009 for providing relief to persons who were appointed during the period from November 1, 1993 to November 30, 1996 and were removed from service from November 1, 1996 to December 31, 1998.
The Ordinance was to provide relief to persons in corporations or autonomous or semi-autonomous bodies or in government service, who were dismissed, removed or terminated from service.
According to the privilege motion, the President is a part of Parliament under article 50 of the Constitution and all departments have bound to implement the Ordinance under Article 89 of the constitution.
The motion described that some departments included Sui Southern Gas, Sui Northern Gas, OGDCL, Pakistan State Oil, Pakistan Estate Life Corporation, National Bank of Pakistan and Pakistan International Airlines refused to reinstated sacked employees.
A reliable source told TheNation some ministries, including Ministry of Parliamentary Affairs are creating hurdle in reinstatement of sacked employees.
The motion further described that a continued defence of the said law by the officers/offices constituted a breach of privilege of the Parliament, as it is a law promulgated by one of the constituents of Parliament under Article 50 of the constituents.
It was requested that this privilege Motion might be admitted and referred to the standing committee on rules of procedure and privileges.
