The willing parties will deposit Rs 500,000 for hoarding and Rs 50,000 as earnest money before the proceedings of auction. The PHA DG has the right to reject or accept any bid without assigning any reason.

It may be recalled the PHA collects money as a fee or rent from the billboard owners assessed on a square-foot basis excluding the cantonment and the defence areas. The billboard owners sell space on billboards to the advertising companies and others on a square-foot basis, coupled with consideration ranging from the distance of the billboard from a traffic light to the duration of the signal. For the 2006-2007 financial year, the PHA claimed to have collected Rs 350 million from the billboard owners in Lahore alone.
