Georgian leader declares 'state of war'

Geor gian President Mikheil Saakashvili said on Saturday the country was officially in a "state of war" after Tbilisi accused Moscow of bombing Georgian civilian areas. "I have signed a decree on a state of war. Georgia is in a state of total military aggression," Saakashvili told a televised meeting of his national security council.
