‘Unbridled’ cops a pain in the neck

RAWALPINDI - Believe it or not, police have registered a murder case by allegedly taking bribe against a man who had died of cancer in 1984 and also booked another man who had left the country five months before the murder that took place over a property dispute in the limits of Police Station (PS) Sadiqabad.
This big blunder of PS Sadiqabad has exposed the poor performance of Rawalpindi police bosses who have violated the instructions of Supreme Court of Pakistan (SCP) that police should investigate the cases purely on merit, rotten the good governance of Chief Minister (CM) Punjab Shehbaz Sharif and dashed the hopes of Inspector General of Police (IGP) Punjab Haji Habib-ur-Rehman of purging police department from menace of corruption.
The victim family had approached City Police Officer (CPO) Azhar Hameed Khokher four days before the occurrence of the incident for legal action against the land grabbers and corrupt police officials but no action was taken.
The applicant of the murder case had stated before the court that he neither filed any application with police for a murder case against any one nor he seen the murders.
Yasmeen Bibi, the wife of Farid Abbasi, resident of Service Road, Transformer Chowk, told TheNation on Friday that her husband had purchased a house against Rs 97,00,000 from Khalil Baig at Khurram Colony on June 18, 2012 and started living with his family in the house.
In the meanwhile, a gang of land grabbers including Shabir Baig and Riaz, both hailing from Sadiqabad, started creating hurdles in the process of getting ownership documents of the said house, she said adding that her husband sued the person in a court, which also issued stay order on 25/6/2012 against the forceful evacuation of the owners till further orders.
She added that on July 3, 2012, PS Sadiqabad Sub Inspector (SI) Sakhawat along with three constables, a man Shakeel alias Barrister, and a private security guard equipped with Kalashnikov arrived in a police mobile van and jumped the wall inside and started beating the family members.
The attackers also threatened the family to evacuate the house or face the music. She said that Fariq lodged a complaint with CPO Office on 3/7/2012 but no action was taken.
Yasmeen stated that on 10/7/2012 Haji Riaz along with his number of accomplices had launched an armed attack at her house, did firing and murdered his own accomplice Murad Ali son of Gulzada of Mardan inside the house.
The same day, she alleged, Haji Riaz paid a hefty bribe of Rs 12,00,000 to SI Ijaz Shah and got registered a fake murder case (No.567) with PS Sadiqabad by making one Amjad son of Habib-ur-Rehman as applicant against his husband Farid Abbasi, son-in-law Kashif Shahzad Khan (police wrote him as son of Farid Abbasi in the FIR in haste), Khalil Baig, Zafar Baig, Jahangir Baig, Abdul Latif, Tariq Mehmood and Shahid.
However, the death certificate, visa documents and statement of applicant of the murder case, produced by the women to TheNation, showed the man Zafar Baig who had implicated in the murder case had already died of cancer on December 29, 1984 while the other person Kashif Shahzad, nominated as murder suspect in the case, had flown to Dubai on February 20, 2012, five moths before the murder took place.
Similarly, Amjad Khan, the applicant, stated before the court of Syed Faheem Ahmed Shah on 16/8/2012 that he neither lodged a complaint to file murder case nor he was witnessed the murder.
He added that he was forced by Shakeel alias Barrister to apply his thumb on a plain paper and that he (Amjad) had not nominated any body in the murder case.
Yasmeen said that the police after smelling the rat inserted the name of her son Saqib Abbasi in “Zimnia” (supplementary statement) on the place of Kashif and apprehended Saqib an sent her to jail.
The ill-fated lady said that the negligence on the part of police bosses had destroyed her family. She appealed to Chief Justice of Pakistan (CJP) Justice Iftikhar Muhammad Chaudhry and CM Punjab Mian Shehbaz Sharif to come forward to rescue her and her family.
SHO PS Sadiqabad Tahir Hussain Kazmi, when contacted, said that Fariq Abbasi was associated with a notorious land grabbers group “Sumandri Group” and had illegally occupied the precious land and property of two British brothers of Pakistani origin Haji Riaz and others.
He said that when the two brothers tried to get back their property, Farid Abbasi and others killed a man and fled. He said that a murder case was registered on the complaint of one Amjad Khan, however, Fariq Abbasi paid Rs 500,000 to Amjad Khan and convinced him to record a statement before the court.
He said that later the heirs of the deceased approached the police and contested the case. “The investigation of the case is being done on merit and no innocent person will be sent to jail,” he said.
On a query, he said that he had the information about the insertion of the name of a man who had died in 1984 but the police was bounded to file a murder case without wasting time, nonetheless, the thing uncovered during investigation, he added.
