KARA CHI - The human resource department of Karachi Water and Sewerage Board (KWSB) has prepared a promotion list of KWSB officers which would be sent to City Nazim Mustafa Kamal soon for final approval. The list is being prepared on the basis of lobbying, liking and disliking, and through violation of important rules, The Nation has learnt on Saturday. Informed sources said that the promotion list recommended 36 deputy directors of KWSB for promotion to grade 18. Around 29 assistant directors of the board recommended for promotion from grade 16 to grade 17. And 7 to 8 directors of KWSB recommended for promotion from grade 18 to grade 19. Sources said that serious violation had been made in promotions of the KWSB officers and various inquires including malpractice, corruption charges have been conducting against those officers who are included in the promotion list. A wave of anger and irritation is spreading among those officers who were eligible and entitled for promotion. They said that such type of move had also been initiated when Salman Chandio was the MD of KWSB, and the board had been returned to the City District Government Karachi (CDGK). Chandio stopped the file and did not send it to City nazim on the point that he would not sent the list prepared on liking and disliking, and by neglecting merit, honesty, seniority, and proficiency. After appointing Ghulam Arif as MD KWSB again when CDGK had taken charge of KWSB in result of PPP-MQM negotiations, the authorities concerned again started working on the preparation of promotion list, sources said. They revealed that some deserving officers have been neglected in the promotion list and it is the strict rule of government that if an inquiry of any officer is underway then they would not be considered for promotion. An inquiry is under process against the director of KWSB but his name has been included in the promotion list of grade 18 to 19 officers. They disclosed that names of some fresh and new appointments who had been recruited in 2007 have also been included in the promotion list. New MD KWSB, Ghulam Arif, has been pressurised from various groups to approve the list and recommended to City nazim for final approval. It may be noted that City Nazim Mustafa Kamal is the chairman of KWSB, and he has the final authority to approve the promotions.
