PESHAWAR - Khyber Pakhtunkhwa Minister for Elementary and Secondary Education Sardar Hussain Babak on Monday presented five bills of different departments during the first day of the session of the provincial assembly.
This is the last session of the KPK Assembly held with Speaker Karamatullah Khan in the chair. Elementary and Secondary Education Minister Sardar Hussain Babak tabled at least five bills on behalf of the ministers concerned owing to their absence. These were KPK Industrial Statistics Bill, 2013, KPK Industrial and Commercial Employment (Standing Orders) Bill, 2013, KPK Minimum Wages Bill, 2013, KPK Press, Newspapers, News Agencies and Books Registration Bill, 2013, and Motor Vehicles (Amendment) Bill, 2013.
The legislation was necessary under the 18th Constitutional Amendment for the departments devolved to the province. On this occasion, the speaker congratulated the members on the completion of the five-year term, saying the provincial assembly had maintained its golden traditions.
He said the performance of the KPK Assembly remained better than other assemblies of the country. He urged the legislators to show punctuality at the farewell session as it was not only their national but also their moral responsibility.
PML-N’s Inayatullah Khan Jadoon raised the issue of postings and transfers in the education department, adding such large-scale postings/transfers in far-flung areas were violation of the provincial government.
PML-Q’s Qalandar Khan Lodhi asked the government to suspend postings and transfers at this critical stage to decrease the problems of legislators. Sardar Hussain Babak said they had made utmost efforts to spread a good message, adding it was very unfortunate that every reform sparked reaction.
The formula adopted by the KPK government for the education department lacked precedents not only in the other provinces of the country but also in neighbouring India, he explained.
The minister said the posts of pay scales-1, 2, 12 and 14 created in primary schools would be filled in strictly as per merit and need. Later, the speaker adjourned the session till Tuesday afternoon.
