‘Same day’ dissolution of Assemblies seems most likely

LAHORE -  Speculations about government-Opposition consensus on ‘same-day’ dissolution of all legislatures became rife on Tuesday after the Speaker Punjab Assembly Rana Muhammad Iqbal chaired an emergency meeting of Business Advisory Committee of the Assembly to build consensus on convening the last session before March 16th, the day National Assembly would be completing its tenure.
Punjab Law Minister Rana Sana Ullah, Opposition Leader Raja Riaz and Deputy Speaker Rana Mashhood attended the meeting with Speaker Rana Iqbal in the chair.
The purpose of holding this important  meeting was to set the agenda for what is being called a farewell session of Punjab Assembly which the government wants to summon before March 16th.
As Raja Riaz was in a hurry to join the President in Multan, he left the meeting before its conclusion, stating that Opposition would have no objection to convening of the session on any date.
He also agreed to maintain cordial atmosphere in the House during the brief session which is likely to last for two or three days.
It was decided in the meeting that Law Department would move the summary for convening of the session, most probably on March 13th.
It would also be attended by Punjab Chief Minister Mian Shahbaz Sharif. Besides a photo session, a farewell dinner would also be hosted by the Speaker in honour of Parliamentarians on the last day. As for the agenda of the last session, it would be dominated by pro-democracy speeches by the lawmakers, who, for the first time, would not trade barbs for a happy ending of Assembly’s tenure. The Assembly may also take up routine business including some necessary legislation.
The National Assembly would complete its tenure on March 16th while the Provincial Assemblies would be completing their Constitutional terms on different dates afterwards with Punjab Assembly completing its term on April 8.
What has prompted the Speaker to convene an emergency meeting of the Business Advisory Committee which is traditionally held just before  start of the session. Many raised this question after the meeting. It is being construed that it was after the consensus reached among the stakeholders about same-day dissolution of the assemblies that Punjab Assembly Speaker decided to take the Opposition on board about the date and agenda of the last session.
Sources also confirmed that consensus has been reached between the government and the Opposition to dissolve the Assemblies on the dame day after National Assembly completes it term.
This would also pave the way for holding of elections for National and Provincial Assemblies on the same day.
