ISLAMABAD - In yet another violation of rules the Ministry of Capital Administration and Development has posted Dr. Shahnaz A Riaz on a post of Director Monitoring and Research at the Federal Directorate of Education (FDE), the post that even does not exist.The notification issued by the ministry says that ‘a new post of Monitoring and Research (BPS-20) has been created in the FDE. The officer will perform her duties in line with the terms of reference conveyed by the Ministry of CAD’. An official requesting anonymity informed that the ministry couldn’t appoint Dr. Shahnaz, former Director General of FDE, as Director under any service rules. She was recently repatriated to the directorate on Supreme Court directives.According to the information, the ministry cannot create a post of grade 20 without the approval of Prime Minister bypassing the Establishment Division and Finance Ministry. Dr. Shehnaz also informed that she throughout the day tried to check from the Finance Division and went to the Establishment Division whether any such position exists but they said no post of Director Monitoring and Research has been created nor the PM gave approval for any such creation. She also objected that how can a grade 20 officer can work under a DG that is also a grade 20 position.According to her, the ministry was supposed to only cancel her transfer orders of February 19, 2010 to Academy of Education Planning and Management as per court directives. As she already possesses the approval of the Prime Minister to appoint her as DG given on January 13, 2010 and since 2004 she has been promoted as DG through various court orders that were implemented in 2010 at last and she was given the charge of DG. But after a month, she was transferred to the Academy of Education Planning and Management through fake orders. She maintained her posting as a Director is fraud and another violation of court orders. She termed the recent orders of appointment as Director Monitoring and Research as fake as no approval has been taken from the PM for the creation of post and after being promoted as DG she again cannot be appointed as Director. It important to be stated that the SC in its order had directed that ‘as she has been made to suffer unnecessarily as a result whereof she was compelled to resort to the litigation, therefore, she is held entitled for special cost of Rs.50,000/-, which shall be paid by the respondents individually and jointly and shall be deposited with the Registrar of this Court within 15 days’.It’s pertinent to mention here that three regular Deputy Directors of FDE have also been promoted as Directors but have not been given any posting yet. Though, there are only five posts of Directors at the directorate but many have been appointed on deputation ignoring the regular ones. The Ministry of CAD Joint Educational Advisor Rafique Tahir could not be contacted for comments despite repeated attempts.
