Babus start lobbying as reshuffle in the offing

ISLAMABAD - A major reshuffle at the senior level bureaucracy of the federal capital is on the cards soon after the election of new prime minister as well as the announcement of his cabinet and resultantly, a number of bureaucrats having unattractive postings have started lobbying to grab more attractive bureaucratic posts.Background interviews with some top level bureaucrats at the federal level indicate that new prime minister would definitely replace the old team of civil servants posted with the courtesy of former prime minister Yousuf Raza Gilani and his trust worthy cabinet secretary Nargis Sethi.On one hand, Gilani’s team of bureaucrats is worried for fear of losing their lucrative postings, many officers working as officer on special duty (OSD) or enjoying less-lucrative postings have lined up to get good posts. The old ones have also stepped up their efforts to save their lucrative postings and they are conscious to know the name of the new chief executive of the country in this regard.When the Gilani-led regime including the civil bureaucracy is being alleged for poor performance, bad governance, their failure to deliver and specially for their failure to overcome energy crisis in the country, it is sure that the next prime minister would introduce new team of bureaucrats, a senior bureaucrat informed on the condition of anonymity. He also said that it would be necessary for the new prime minister to deliver, as the PPP has to go into the next elections.It is likely that Khushnood Akhtar Lashari, principal secretary to the prime minister would be the first who would be replaced with another senior bureaucrat as principal secretary to PM is considered to be very trust worthy of country’s chief executive. Khushnood Akhtar Lashari also holds the acting charge of secretary establishment and the post is considered as the father of federal secretaries. Lashari is also facing allegations for his alleged involvement in the ephedrine drug scandal.The posting of Nargis Sethi, cabinet secretary, who enjoyed the status most powerful bureaucrat during Gilani regime, will also remain under threat till the new prime minister will decide. And if the cabinet secretary was ousted, the entire bureaucracy of the Cabinet Division will also be reshuffled, according to a senior bureaucrat. Nargis Sethi also holds the acting charge of Secretary Defense.Secretary Petroleum and Natural resources, Ijaz Chaudhry is Multan based and had got the posting with the recommendation of former Prime Minister Yousaf Raza Gilani. However, it is unlikely that some federal secretaries including Secretary Interior K M Siddique Akbar will be replaced as they have the backing of their former concerned ministers in case the portfolios of these ministries again gone to the same persons.
