ECL to include corrupt, power abusers

ISLA MABAD - Interior Ministry has submitted a report in the Supreme Court stating criteria for the placement of a name on the Exit Control List (ECL). It stated those involved in mass corruption and misuse of power or authority, causing loss to the government funds or property, would be placed on the ECL. The court had taken suo moto notice on an application by Dr AQ Khan. Earlier, a three-member bench comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Nasir-ul-Mulk and Justice Tariq Pervez heard a petition filed by the eminent nuclear scientist Dr AQ Khan against some provisions of the ECL rules. In the last hearing Supreme Court had directed the government to frame rules for the ECL in the light of Section 5 of the Exit From Pakistan Ordinance. Deputy Attorney General Agha Tariq Mehmood Khan informed the Supreme Court that new rules for the Exit Control List (ECL) had been sent to Karachi Printing Press for printing in gazette form. The new ECL laws have been prepared in light of the Section 5 of the Exit from Pakistan (Control) Ordinance 1981, he told the bench. He said that the rules would be submitted after its printing in gazette form. Shah Khawar the former attorney general had informed the court that some provisions of the ECL ordinance were against the fundamental rights of the people.
