The Pakistan Muslim League-Nawaz (PML-N) has released a 17-point white paper detailing violations of the Supreme Court orders by the government. According to details, the PML-N said that after 16th December, 2009 the Supreme Court's detailed judgment in the NRO case, the government refused to appoint Justice Khalilur Rehman Ramday as adhoc judge of the apex court despite the Supreme Court orders. The second violation, according to the PML-N, was rejection of the Chief Justice order for appointment of Justice Khawaja Sharif as Chief Justice of the Lahore High Court (LHC). It pointed out that the government appointed Justice Khawaja Mohammad Sharif as judge of the Supreme Court and made SC Judge Mian Mohammad Nisar as acting Chief Justice of the LHC which was later declared null and void by a three-member bench of the Supreme Court. The Supreme Court time and again asked the government to write a letter to Swiss officials about $60 million corruption in which, according to the PML-N, the president was main accused but the government did not implement it despite the passage of 19 months. It also referred to the 24 hours notice to the NAB on 30th March, 2010 for writing letter to the Swiss officials otherwise NAB Chairman would be sent behind the bars but so far no action has been taken. The white paper said on 2nd April, Attorney General Anwar Mansoor Khan resigned and alleged that Law Minister Babar Awan had stopped him from writing letter to the Swiss officials. In May, 2010 the new Attorney General submitted before the Supreme Court that the issue of Swiss cases was over and there was no need to write a letter and waste time on money laundering. During this period, the government made widespread changes in NAB and Javed Zia Qazi was made acting chairman of NAB and Irfan Qadir as Prosecutor General. Other violations pointed out by the PML-N in its white paper include notice taken by the Supreme Court about wrong postings and declaring them as wrong on first December, 2010, order to the Law Secretary to appear before the Supreme Court and submit summary of Swiss cases, inquiry into corruption of Rs22 billion in Pakistan Steel Mills, rejection of NAB appeal in Rehman Malik case by the Lahore High Court and restoration of the interior minister by the president, delay in action against former Director General FIA Ahmad Riaz Shaikh, no action for removal of IG Wasim Ahmad in Haj scam and NICL scam cases, and incomplete implementation of the verdict of the apex court for removal from service the persons appointed on contract after retirement. It said only contracts of eight officers were cancelled while others were working. The PML-N also said that NAB chairman Syed Deedar Hussain Shah was removed by the court from service as the government did not act on its order and Secretary Establishment Sohail Ahmad was made OSD because he issued restoration notification of FIA officer Hussain Asghar. Similarly, notification for return of Zafar Qureshi in the FIA has not been issued on the orders of the Supreme Court and the government is waiting for his retirement.
