NA budget session starts today

ISLAMABAD - The budget session of National Assembly starts here today, while the PPP-led coalition government is likely to present the Finance Bill 2008-09 on June 7. Under the rules of business after the presentation of the budget, no other business could be taken up till the time the budget was formally approved by the Parliament. However, before the tabling of the budget document before the National Assembly, the routine business could proceed. This will be the first budget of the coalition government, which has yet to settle down in the saddle, and is going to table the budget in the face of numerous limps in the economy inherited from the previous government. The shortage of staple food, increase in the prices of oil in international market and rising inflation were some of the issues confronting the people of Pakistan and they were expecting from the infant government to provide some solace to them in the upcoming budget from this economic crunch. Prime Minister Yosuf Raza Gilani had, on several occasions, made it clear that the upcoming budget would be poor-friendly, in which great incentives would be given to the poorest of the poor. Political circles were according special significance to the summoning of budget session five days ahead of presentation of the budget. , and there were speculations that the much talked about draft constitutional package would be tabled before the Parliament ahead of presentation of budget on June 7. Before the start of the session at 5pm, three new members, Faryal Talpur, Maulana Attaur Rehman and Aftab Shaban Mirani, will take oath as members of National Assembly. The official sources disclosed to TheNation that the budget session would prorogue on June 22 after having a debate and subsequent passage of the Finance Bill from the Parliament. Meanwhile, the Senate session was also called on June 4 so that after tabling of the Finance Bill in the National Assembly the same could be placed for debate before the Senate. Under the Constitution, the Senate could only suggest changes in the finance bill, if any, but could not force their incorporation into the budget document. Similarly, the passage of the finance bill from the Upper House of the Parliament was ceremonious and it could just debate and suggest amendments in it, which the Lower House could reject or accept with having any legal or constitutional binding. Meanwhile, Speaker National Assembly Dr Fehmida Mirza on Sunday constituted Business Advisory Committee of the National Assembly. Madam Speaker, under Article 212 of the Rules of Procedure and Conduct of Business in the National Assembly, constituted Business Advisory Committee in consultation with Leader of House and Leader of the Opposition. Members of the Committee are Minister of Labour, Manpower and Overseas Pakistanis, Syed Khursheed Ahmed Shah, Minister for Privatization and Investment, Syed Naveed Qamar, Minister for Law, Justice and Human Rights, Farooq H. Naek, Minister for Kashmir Affairs and Northern Areas, Qamar Zaman Kaira, Minister for Water and Power, Raja Pervaiz Ashraf, Nawab Muhammad Yousuf Talpur, Chaudhry Nisar Ali Khan, Shiekh Aftab Ahmed, Muhammad Hanif Abbasi, Chaudhry Muhammad Barjees Tahir, Zhahid Hamid, Raja Muhammad Asad Khan, Main Riaz Hussain Pirzada, Ghous Bux Khan Mahar, Engineer Amir Muqam, Abdul Mateen Khan, Maulana Muhammad Qasim, Iqbal Muhammad Ali Khan, Munir Khan Orakzai. The Committee will hold its meeting on Monday under chair of Speaker National Assembly.
