20th Amendment draft approved

ISLAMABAD - The Federal Cabinet Wednesday approved the 20th constitutional amendment, the Draft Constitutional Amendment Bill 2011, which has been prepared in accordance with the directions of the Supreme Court after the formation of the Election Commission and appointment of its members. The meeting chaired by Prime Minister Yousuf Raza Gilani also revisited the proposal on commercial import of non-prohibited bore arms and ammunition in consultation with all the stakeholders. In another important move, the federal ministers approved draft legislation seeking legal cover to actions (of security agencies) against terrorists. The cabinet observed that it was of paramount importance for the state to curb terrorists activities and bring the terrorists to justice. Sources privy to the meeting shared that some of the members went against the proposal of importing non-prohibited arms, warning that the move might be harmful in view of the current security situation in the country. Sources said it was then decided to reconsider the proposal in the presence of Interior Minister Rehman Malik as he was not in the meeting due to some reasons. In the presence of Interior Minister and the Defence Minister, the proposal would be discussed at length, sources said. Sources said that issue regarding journalists sit-in outside the parliament was also came under discussion. The meeting also reviewed the implementation status of cabinet decisions regarding the Ministries of Industries and Information Technology and the Telecom Division. The cabinet was informed that 95 percent decisions of the Ministry of Industries and 80 percent decisions of the Information Technology and the Telecom Division were implemented. The cabinet was also apprised that pending decisions required further consultation among the stakeholders as well as negotiations with foreign countries in some cases. The prime minister directed early implementation of decisions after requisite consultations with the stakeholders at the earliest. The acting secretary finance, while briefing the cabinet on the consumer price index in the country, said that generally the prices of food items remained stagnant while the prices of non-food items showed some increase. The inflation, he said, was likely to show a downward slide in the coming months. Despite lower growth in the previous financial year (2010-11), the inflation rate of Pakistan was almost near to the inflation rates in all the regional countries which had high growth rate during the same period, he added. It was also claimed that while international prices of sugar, wheat, rice, tea, cotton and oil increased at much higher rates, the increase in the prices of these communities was lesser rate in comparison in Pakistan. The cabinet approved the Delimitation of Constituencies (Amendment) Bill, 2011. It ratified the Framework Economic Cooperation Agreement signed between the Government of Pakistan and the Gulf Cooperation Council (GCC). The cabinet also approved initiating negotiations on the draft agreement on cooperation against illicit trafficking in narcotics drugs, psychotropic substances and their chemical precursors between Pakistan and Sri Lanka. The cabinet examined and deliberated in detail on the Draft Counter Insurgency (In Aid of Civil Power) Regulations 2011 for FATA and PATA (federally and provincially administered tribal areas) in terms of Article 247 (5) and Article 247(4) of the constitution respectively. The cabinet approved the initiation of negotiations to conclude agreement between Pakistan and Tanzania for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.
