Apolitical administrators to replace Nazims

ISLAMABAD The leadership of Pakistan Peoples Party (PPP) and Muttahida Qaumi Movement (MQM) have managed to narrow down differences over the fate of Local Bodies System in Sindh, the sources informed TheNation on Saturday. These sources further informed that although both sides were yet not clear on retention or dropping of the existing District Government System in the province, the agreement of MQM for appointment of apolitical administrators to replace Nazims was considered as a major breakthrough. The sources further informed that in the Core Committee, comprising both PPP and MQM leaders, meeting, the MQM members have conditionally accepted reversion back to the old Local Government System provided the powers of mayors be enhanced considerably. The sources close to PPP Sindh Chapter informed that the party would not accept the incumbent set-up at this basic tier of governance and would prefer to revert back to old system of municipalities in the urban centres and Zila and Tehsil councils to manage the affairs of rural areas. These sources further informed that during the internal meetings of PPP up to the Central Executive Council level, it was the unanimous view of the party leadership that like other provinces Sindh should also go for old system of governance at the basic tier. The sources further disclosed that MQM, the coalition partner of PPP in Sindh and at Centre, wanted to go with the existing District Government System and vehemently supported it at all fora. Even the party was not ready to accept the appointment of administrators in place of Nazims for holding of the fresh elections but now after series of sessions with their senior coalition partner, they agreed on appointment of administrators in place of Nazims with certain conditions. The sources further said that both the parties in the last meeting had managed to narrow down their differences over the Local Bodies System and MQM conceded to the PPP demand of appointment of administrators in place of Nazims provided that the Local Bodies elections would be held within 90 days period. It is pertinent to mention here that except Sindh all other three provinces were unanimous to reintroduce old Local Bodies System and had already given approval to the appointment of administrators in place of Nazims. It was also unanimous view among the political forces that the upcoming Local Bodies System should be arranged on party basis.
