'Not a single penny got under KLA'

ISLAMABAD PML-Q Friday staged walkout from the National Assembly against what they claimed massive rigging in the by-elections of Swat and demanded re-elections in the constituency. Speaking on a point of order, Amir Muqam alleged that the provincial government of NWFP headed by Awami National Party (ANP) rigged the by-election. He added that the provincial ministers were involved in the rigging and his party has the evidence. Later he along with other PML-Q legislators walked out from the House. However, legislator from ANP Pervez Khan rejected the allegation and said that ANP has played a major role in promoting peace in Swat due to which some parliamentarians could go to their constituencies. He said that ANP believes in the politics of masses and not in rigging. The Government admitted that it has not received even a single penny under Kerry-Lugar Act, which was approved by US Congress some four months ago. During question-hour session in the National Assembly, Foreign Minister Shah Mehmood Qureshi in a written reply to a question raised by Ch Barjis Tahir said that Kerry-Lugar Act was approved by US Congress in September 2009 but so far we have not received financial aid under it. US State Department and USAID Project would ensure implementation on Kerry-Lugar Act in Pakistan, he said, adding that our Federal Finance Ministry is also following the Act while economic affairs division is also working with USAID to ensure implementation on it. On behalf of Prime Minister Gilani, the Foreign Minister also tabled list carrying names of 18 non-career ambassadors who were deputed in different foreign countries including UK and US. According to the list, Hussain Haqqani is performing his duties as non-career Pakistans ambassador to US; Wajid Shams-ul-Hassan in UK; Khursheed Ahmed in Abu Dhabi; Abdullah Hussain Haroon in New York; MB Abbasi in Iran; Shaheen A Gilani in Sri Lanka; Jamil Ahmed Khan in Libya; Gul Hanif in Portugal; Shafqat Saeed in Belgium; Omar Khan Ali Shirazi in Saudi Arabia; Lt Gen (r) Salahudin in Brunei Darussalam; Nawabzada Amin Ullah Khan Raisani in Syria; Prof Dr Syed Khawaja in Yemen; Shahid Malik in India; Maj Gen (r) Tahir Mehmood Qazi in Malaysia; Maj Gen (r) Ghazanfar Ali Khan in Ukraine; Maj Gen (r) Asif Akhtar in Nigeria and Maj Gen (r) Muhammad Siddiqui in Moorish. On the other hand, Federal Minister for Social Welfare Samina Khalid while responding to a question told the lower house that 318 non-governmental organisations are working in the country for disabled children and elderly people. During year of 2009, the federal minister said Rs 162.8 million were distributed among 318 NGOs. Federal Minister Health Minister Makhdoom Shahbudeen while responding to a question rejected the claim of Federal Finance Minister Shaukat Tarin and informed the National Assembly that budget of federal health ministry were cut by 40 percent in current fiscal year 2009-10. He said he would talk to Prime Minister Syed Yousuf Raza Gilani in this respect and would appeal to him not to cut his ministry budget by 40 percent. He also said that 90 cases of polio were registered in different areas of the country in 2009. 17 cases of polio were reported in Punjab; 12 in Sindh; 11 in Balochistan; 29 in NWFP and 21 in FATA and added that 20 centers to control AIDs are also working in the country. In a written reply, he told the Lower House that Pakistan received $ 43 million from international financial institutions in field of health during 2009-10 and so far only $ 11 million have been utilised. Federal Minister for Food and Agriculture Nazar Mohammad Gondal replying to a question said the price of atta is less in country as compared to last year. There is no shortage of food in the country, he said, adding that we would be able to get target whatever it was with regard to purchasing of wheat from farmers in upcoming years. He also informed the National Assembly that the cultivation of trees of palm oil at 1300 acre land have been completed while new production at 540 acre land has also been started. MNA from PML-N Tahmina Daultana on the point of order said the President could enjoy indemnity for the present deeds but not for the past deeds. She said that the case of Dr Aafia is a serious matter. She urged the Government to ensure respect and honour of its citizens. We are fighting the US war but US is insulting our citizens. Let us not kill our people. Let us sit down and review our policy, Daultana said. She also criticised the Government for providing fast foods to the arrested Americans in jail. Earlier, Minister for Water and Power Raja Pervaiz Ashraf informed the National Assembly that the Government has fixed uniform tariff for agriculture tube-wells throughout the country and twenty-five percent subsidy was being given to these customers. Responding to a calling attention notice regarding increase in the charges of tube-well electricity bills by Multan Electric Power Company (MEPCO), he said that MEPCO had requested to install time of use metres as allowed by NEPRA but the Federal Government did not allow it to do so. He said the Government was also giving seventy-five paisas per unit subsidy to the agricultural tube-wells in the off peak hours use. The Minister said that MEPCO was playing an important role in promoting agriculture and it had awarded eighty-three thousand tube-well connections in the region whereas total number of tube-well connections in the country was 265,000. He informed the House that he himself had given 81,000 priority tube-well connections during the last two years that showed the interest of the Government in the development of agriculture sector. Mehmood Hayat Tochi Khan and others moved the calling attention notice. The National Assembly also passed 'The Institute of Space Technology Bill, 2009. Speaking on the occasion, Minister for Labour and Manpower Khurshid Shah congratulated the House for passing the bill and said that the House during the current session has passed 10 bills. He was of the saying that it was a record legislation by any assembly in the country. Earlier during the question hour, National Assembly was informed that the government was working on a comprehensive programme to control and prevent HIV/AIDS in the country. Minister for Health Makhdoom Shahabuddin informed the House that ninety-four million rupees had been earmarked in the current budget for this purpose and the Government has set up twenty AIDS control centres in various hospitals throughout the country. To a question the Minister said that a pharmaceutical manufacturing unit was being set up in Lahore in collaboration with an Argentinean company with an investment of one billion rupees. This unit had started trial manufacturing of drugs to treat hepatitis, cancer and diabetes while its commercial production would start by June this year. Answering a question, he said that Government was focusing great interest on eradicating polio and due to its efforts a number of polio cases registered had been reduced from 117 in 2008 to 90 in the last year. He said the Government spent over twenty-nine billion rupees on various health projects during the last two years which included EPI, Family Planning, malaria, AIDS, TB, blindness, hepatitis, swine flu and bird flu control programmes. Minister for Food and Agriculture Nazar Muhammad Gondal informed the House the Government would protect the interests of farmers and would ensure procurement of targeted wheat crop in the next season. To a question he said that PASCO had set up 86 purchase centres in Punjab, Sindh and Balochistan to procure one million tonnes paddy. He said that due to Governments intervention in paddy procurement, the farmers received thirty billion rupees benefit. Nazar Muhammad Gondal to a question said that Edible Oil Production Board had been constituted which had formulated a comprehensive strategy for enhancing production of palm oil, sunflower and canola that would help reduce edible oil import on which the Government was currently spending two billion dollars annually. In a written reply, Interior Minister Rehman Malik stated that IGP, Punjab, Sindh, Balochistan and ICT had informed the Interior Ministry that no financial assistance by foreign countries had been provided during the last five years to combat terrorism in the provinces. He stated the IGP NWFP had informed that funds amounting Rs 14,820,000 were provided by NAS (US Embassy) Islamabad in the year 2008-09 for operation support to meet the expenditures on account of POL & repair of vehicles in connection with IDPs and food relief efforts. Similarly, NAS Islamabad had committed US $5 million for the supply and installation of Husco Bags Security Barriers during the current year. Meanwhile, the National Assembly session was adjourned sine die. Deputy Speaker Faisal Karim Kundi made the announcement of proroguing the session.
