LAHORE - Leader of the House in the Senate Raza Rabbani has said the federal government has sought nominations from the provinces for National Finance Commission award, which will be implemented prior to the next budget, and either he Prime Minister or Finance Minister will announce the NFC award in consultation with the provinces. He was addressing a press conference at a local hotel here on Thursday. Senior Minister Punjab Raja Riaz Ahmed, Qasim Zia, Haji Aziz-ur-Rehman Chan, Zekrya Butt and others were also present on the occasion. Earlier, Raza Rabbani also called on Chief Minister Punjab Shahbaz Sharif and Speaker Punjab Assembly Rana Iqbal Ahmed Khan. Raza Rabbani said he was visiting all the provinces to hold meetings with Speakers and Chief Ministers of the respective provinces to resolve outstanding issues pending in the Senate, especially related to the NFC award. "Earlier, the NFC Award was announced by the President sans any authority when his handpicked CMs had nothing to contribute. Now the coalition government will take into account provinces' considerations as well," he said adding he had met speakers and CMs of NWFP and Punjab and held discussions with them. Raza Rabbani said the Council of Common Interest - a constitutional body - all outstanding issues, especially water, of four provinces would be discussed. "The CCI is only answerable to the Parliament and any issue, which is not resolved in the CCI, is taken up in the parliament," he maintained adding that the Senate was a supreme institution, which had representation of all the four provinces on equal basis. While answering questions, he said that the PPP was committed to resolving the issues of the deposed judges under the Murree Declaration without any formula. "We are discussing only modalities with the coalition partners to resolve judiciary issue, as it is a constitutional matter and the Law Ministry will make an announcement soon," he said while acknowledging that the talk about the future of the coalition was not meaningless. "It is a well-thought out plan and propaganda by the stooges of the dictator. They should keep in mind that the government has been constituted after polls, not after a political blessing of anyone," he averred adding that there was a complete harmony among the provinces, and the coalition government was strong and would stay. "The nation has given us the mandate, and nobody can even think of using 58 2(B)," he said. Raza Rabbani said that all the issues were being resolved in consultation with coalition partners, and the decision regarding impeachment of President would be taken after consultation with coalition partners. Rejecting possibility of coalition with the PML-Q, he questioned, "How can we become partner of the Qatil (murderous) League?" To another question, he said the federal government was not conducting any military operation in the FATA, and earlier, it was done on the request of the provincial government. He said the government was taking practical steps for controlling price hike, and added Benazir Bhutto Income Support Programme would help in providing relief to the poor, and efforts would bear fruit in the coming about two months. To a question about rift in PPP, he said Makhdoom Amin Fahim was a senior leader of the party and all differences should be resolved within party.
