LAHORE - The Young Doctors Association on Sunday demanded that Secretary Regulations M. Ilyas step down as, according to it, he was insisting on sending a summary (of amendment to the Service Rules of the Senior Registrars, District Specialist and Assistant Professors) to the Chief Ministers Secretariat instead of issuing a notification of amendment to the Service Rules of the senior doctors. The YDA officebearers Dr Rana Sohail, Dr Salman Kazmi, Dr Taklha Sherwani, Dr Khuda Bksh, Dr Khawar Khan, Dr Aslam Rao, Dr Ghulam Qasim, Dr Nazim Ali, Dr Maryam Farooq termed the M. Ilyas act as a severe violation of the Chief Minister orders. They also appealed to the Chief Minister to look into the matter. The Esta Code, the official book of the rules and regulations of the Punjab Government employees, and The Rules of Business (2011) both categorically state that the administrative department can propose an amendment to the Service Rules of any cadre of its employees and after the meeting of the Service Rules Committee, the Regulations Department was bound to notify the same (amendment) and it does not require any approval by the Chief Ministers Secretariat as the authority for amendment to the Service Rules was the Secretary Regulations, they added. The doctors further maintained that The Rules of Business also clearly states that for relaxation in service rules the competent authority is the chief minister and all cases requiring relaxation in service rules are sent to the Chief Minister secretariat but cases requiring amendment to the Service Rules does not require the Chief Ministers approval. The above mentioned amendment in service rules for APs i.e appointment of post graduate medical officers as assistant professors had already been made in 2009 by the regulations department but now the secretary regulations was not issuing its notification despite approval from the CM and orders of the Lahore High Court and was forcing the doctor community to have a sit-in outside the Chief Minsters Secretariat.
