The complex and emerging multipolar environment of international arena is inviting us as state to redefine our interests and strategies. Third world has to realize the change taking place on the horizon which is inevitable. Can Pakistan readjust its position in the international sphere? What are the performances of internal institutional dynamics? Are structural changes required to harmonize Pakistan's interests with the rest of world? Grave conflicting environment among the states gave a birth to the bipolar system then later because of two world wars. By the mid 2nd last quarter of the 19th century the world has evolved a system of unipolarity. But it is pertinent to note that uni-power was not able to concentrate its power with itself and started demonstrating its powers through regional alliances, namely G-8, European Union and the United Nations. This scenario further generated many more power centers beside the states alliances. The international and regional forums, like the IMF, World Bank, SCO, OPEC, WHO, Arab League, global media and NGOs, in the present era of international relations, are becoming the main driving forces of world affairs. They are demonstrating their powers to reshape the canvas of the world. The present emerging dynamics of global environment is also negating the concepts of unipolarity and inviting the third world to re-evaluate and readjust their position verses first world. Pakistan being the member of the third world needs to understand the dynamics of complicity, multiplicity of various power centers to compete with. To become substantial state of world community, internally socio-political stability is vital and this can be attained only through the effective performance of state institutions and organs. And clearly defined internal state policies and direction should be reflected in our foreign policy. It is the only way to compete with the global order of today's world. The crisis Pakistan is currently facing is due to the weak institutional mechanism and their performance. Prevailing systems of governance is more suitable to manage tribes and further more it represents colonial mindset of the gone days. The federation has been challenged by different forces within the state and multidimensional fronts externally. Putting the whole order of the state in right direction requires extensive research based analyses of confronting challenges. No state in today's world can be recognized within the world community as sovereign without establishing good governance and the legal order of the state covering the two vital dimensions of the state crafting "power and justice" The power should be demonstrated through the state institutions and executive organ. This could be done by the visionary leadership, that could give a futuristic vision to the nation and be able to articulate the nationalism with sense of belonging and pride, the approach of reconciliation with enlightened political process. Our leadership should formulate the agenda of transformation of society, which is already divided in two extremes pyramids i.e. moderates and extremists. Polity of the state has to eliminate the ethno-religious environment, feeling of deprivation and other political conflicts within the institutional framework of the state. Democratic forces should redefine the identity of the nation and state. Politics and governance should be conducted according to the legal framework of the state. Parliamentarians are a kind of vessel for a nation who can take the nation through hostile waters or drown it in the middle of calm sea. Legislature has to frame policies in the best of people's interests and to ensure the implementation of the same in all respects. We need to craft scientifically well designed social order to create the national strength. Our legislators should perform their responsibilities along with economic managers on the vital fronts of social equality and economic development to project the image of the country. In a highly competitive world the economy of state is the one of the element of national power. Economic stability ensuring the sustainable growth is essential because it enables the state to hold better position while negotiating its interests at international fronts. National economy, politics, and social fabric are the main ingredients to recognize themselves within the domain of the first world. Having strength on these important areas may also help build regional and global alliances. The performance of bureaucracy directly has impact on the governing system of the state. Bureaucrats are responsible to formulate the policies and the system of administration. It National planning and the orientation of state affairs in all important areas like economic principals, public policies, foreign and defence policies according to the regional development in harmony with the of international environment is the job of the Executive. So highly skilled diplomats derived on the basis of dedication can give entirely new course to the state. Judiciary is supposed to resolve the conflicts, erupting within the society. Whereas our customary judicial system is practising otherwise. Most of the time judicial system has been used as a tool to suppress the people. The failure of the rule of law leads to dissatisfaction, resentment among the masses; strengthen the anarchy, sectarianism, ethnic conflicts, and helps creating disorder in every segment of life. Governing and decision-making authorities start acting as lords and public policy domain get affected. Eventually the nation pays the price of their wrong decision. At the end if rule of law is not traditional that deteriorates the innovative environment of the state on the whole. All these shortfalls are dominating our judicial system. So the question is that without rectifying the core problems of the system we cannot pronounce ourselves as sovereign and acceptable state to the rest of the world. The legal foundation of any society and state is based on its constitution (legal framework) so the political, economical, governance and the whole affairs of the state should be in accordance with the provided guidelines of constitution. If the state and nation are unable to cope with the emerging dynamic of global word it would need to revisit its constitution and remove the anomalies along with structure adjustment of the state institutions and organs and the authority of those heading them. Non cohesive procedure of policy formulation, lack of consistency and unjust governing mechanism and self-centered approach of democratic forces would not let Pakistan become sovereign state on the global canvas. Nor can Pakistan readjust its position in the competitive environment of emerging multipolar system. It is an open phenomenon that no state can perform its responsibilities within and vis-a-vis the rest of world without adopting the basic fundamentals of state crafting which is the job of statesman. Unfortunately we are not attentive to this acute problem of state, nor any institution is preparing or producing this vital crop.
