ISLAMABAD - The Capital Development Authority (CDA) has declared at least 140 private and cooperative housing schemes in the federal capital territory as illegal and unauthorised as they lack approvals from the civic agency due to not submitting Layout Plans (LOP) and No Objection Certificates (NOC).

Of these, 20 unauthorised schemes fall in Zone-1, seven in Zone-2 and Zone-3 each, 77 in Zone-4 and 29 in Zone-5, making it a total of 140. According to the CDA, the illegal schemes falling in Zone-1 include Abdullah Town in sector H-17, Ammar Town in H-17, Chinnar Town in H-17, Gulshan-e-Taleem in H-15, Jhangi Sayedain Homes in H-15, Pearl Orchard in H-17, Qamar Garden in H-15, Sher Zaman Garden in H-17, Shifa International Housing Society in H-17, Talha Farms in H-17, Tayyab Garden in H-15, Zammar Valley in H-17, Ahmad Town in D-14, Awan Town in D-14, Capital Hills Residencia in D-14, Green Valley Phase-II in E-15, Green Valley in D-14, Margalla View Valley in D-14, Paradise Valley in D-14 and Shehzad Town in sector E-15.

The illegal schemes falling in Zone-2 include Green City in sector D-17 and E-17, Gulshan-Rehman in Sector C-17 and D-17, Islamabad Co-operative Farming Scheme in Sector D-17, Jamal Akber Colony Tarnol Phatak, Pakistan Overseas Housing Scheme in Sector F-16, Pakistan Town Phase-II in G-16 and F-16 and Taj Seventeen West, Luxury Apartments and Shops. The illegal schemes falling in Zone-3 include Al Rayan Society, Ali Town, Arcadia City, Aryan Enclave Korang road Banni Galla, Green Hills, Green Meadows (North Ridge) Housing Scheme, and Major Makhdom Society.

The illegal schemes falling in Zone-5 include Aiza Garden Kahuta Road, Aiza Garden Mouza Lohi Bher Dakhli Jawa, Aliya Town Mouza Lohi Bher Dokhli Jawa, Askaria Town Japan Road, Ayesha Town Navy Road Rawat, Azim Town Kahuta Road, Bankers City Dharwala Road, Canyon Views Islamabad Highway, Danyal Town Hoan Dhamyal Sihala, Dhanyal Town Kahuta Road, DownTown Residencia Islamabad Expressway, Fatima Villa GT Road, Fiza Town Hoan Dhamyal Sihala, Ghouri Town Phases in Zone-5 Japan Road Islamabad Highway, Gulshan-e-Danish GT Road, Gulshan-e-Rabia Japan Road, Gulshan-e-Rehman Japan Road, Judicial Employees Housing Scheme Kirpa Chirah Road, National Police Foundation PWD Road Islamabad Highway, New Model Town Humak/ Roshan Enclave Mouza Niazian, Pak PWD Islamabad Highway, Parliamentarians Enclave Japan Road, Rasheed Town Japan Road, Rawat Enclave Main Rawat Chowk, Rawat Housing Scheme G.T. Road Rawat, River View Kahuta Road, Sadozai Town Kangota Sayedan, Tele Town Japan Road, and Television Media Town.

The CDA officials said that agro farming and residential housing schemes are permissible in Zone-4 under the provisions of ICT (Zoning) Regulation, 1992 [amended in 2010] and permissions are granted by CDA after completing the codal formalities. It said housing schemes namely Muhafiz Gardens, Rawat Enclave, Faisal Town, Grace Land Housing and Air Line Avenue are being marketed as located in Islamabad, whereas, neither the subject schemes fall in Islamabad nor any approval/NOC has been obtained from CDA for launching and marketing of the schemes.

The CDA, through a notice has cautioned/warned general public in their own interest to refrain from making any booking/purchase of plots in these or any other unauthorized and illegal housing scheme and must consult the Authority at Tel. 051-9252494 for Zone-2, 5 & E-11 and office of Director Regional Planning, CDA for Zone-3 & 4 at 051-9252605 before making transactions about the legal status of the schemes. The marketing/advertisement of the housing projects without NOC from CDA is illegal and unauthorised, said the officials. The advertisers/marketing agencies have also been restrained from misleading advertising/marketing of illegal housing schemes. The sponsors have been directed to refrain from marketing and development of housing schemes without NOC from the CDA.

The CDA Ordinance, 1960, ICT (Zoning) Regulations, 1992 and the Revised Modalities and Procedures framed thereunder for development of private housing schemes empowers CDA to regulate planning and development of housing/ farm housing schemes. The two tier approvals for such schemes are granted by the CDA. In the first step, Layout Plans (LOP) are approved then on completion of subsequent formalities, the No Objection Certificates (NOC) for development of schemes are issued. The officials said that the sponsors can start development work and sale of plots after obtaining NOC from CDA.
