KP E&SE's buying guide to benefit public servants

PESHAWAR - The Khyber Pakhtunkhwa Elementary & Secondary Education Department has prepared a procurement guide aimed at providing comprehensive guidance to the procurement committees for all essential steps of public sector procurement.

This guide details departmental procurement instructions, procedures and processes and provides further guidance for carrying out procurement activities by the E&SED and its attached departments in an effective, efficient and transparent manner. This guide will serve as the best tool to overcome common mistakes in the procurement or problems inherent in traditional procurement processes such as incomplete management information, inefficient procedures, unusual delays, high compliance costs for suppliers and departments, simplistic and inferior procurement methodologies, and a profound lack of transparency.

This guide helps in understanding concepts of value for money, procurement principles, issues relating conflict of interest, besides helping with the preparation of annual procurement plans.

Annual procurement plan provides practical guidance to potential suppliers and contractors regarding the agency and the intended procurements in addition to facilitation to the procuring entity to plan and execute good procurement. The preparation of annual procurement plan is a part of good procurement practices and also a legal obligation in the light of promulgated Khyber Pakhtunkhwa Public Procurement Act, 2012 and Khyber Pakhtunkhwa Public Procurement Rules, 2014.

To facilitate the procurement committees, the E&SE Department tasked its Internal Audit Cell to prepare a comprehensive guide to cover all the steps involved in the procurement of goods, works and services as notified by KP-PPRA in the form of Rules, Standing Operating Procedures, from time to time.

The instructions, procedures, and processes detailed in this Procurement Guide are in complete compliance with the Public Procurement Rules notified by the Government of Khyber Pakhtunkhwa and; therefore, apply to any procurement activity undertaken by the E&SE Department or its attached departments.

All those templates which are not available on the KP-PPRA website (Solicitation Bid Documents) are included in the Guide to assist officials with the preparation of Annual Procurement Plans, Pre-Post Procurement execution and for Inventory Control.

A copy of the guide has been uploaded on the E&SED website to ensure wider awareness and provide free access to this resource.

 

It is expected that not only the staff of E&SE but also other Government Departments will also find this guide a useful resource in understanding government procurement procedures.
